This would involve about 158,000 sq. ft. of retail stores and approximately 1341 parking spaces. These statements are based on preliminary plans which have been pre- pared for the purpose of evaluating the usability of the land under consideration for commercial purposes and doubtless may be.modified in the detailed design stage. In reviewing this proposal, the Zoning Board has considered three factors; (1) its effect on adjacent land use (2) its effect on traffic in the vicinity and (3) the general need for a commercially zoned tract of this size to serve this area of the community. With reference to point 1 - the effect on adjacent land use - the Zoning Board finds that there is a railroad right-of-way bounding the property to the east: commercial uses and vacant land on the south: Rice Street with commercial zon- ing on both sides to the west and vacant land and the City Dairy milk process- ing plant on the north. �• _ I ■ • Re: Manley Frisch -2- Therefore, field investigation discloses no harm to adjacent property on the basis of conditions existing in the field. With reference to point 2 - the effect on traffic - the City Traffic Engineer has reviewed the applicant's general plan and has no objection to the over all plan for a facility of this size at this point subject to provision for detailed traffic controlled devices in response to the final plan. With reference to point 3 - the general need for this proposed facility - the applicants have prepared an economic analysis by one Dewey Newcombe which dis- cusses the future purchasing of the tributary area and the relative roles played by other commercial facilities in the area. The Zoning Board has no doubt but what further provision for retail trade must be made in this portion of the City as the population in this area expands. The Board finds there is need for a center which would provide for goods and services for an ultimate population of some 50,000 persons. Although the applicant's plans may be ambitious on the basis of today's market, the, Zoning Board feels that the site is of adequate size to take care of future expansion.
