Mattocks Chief of Fire Department Public Safety Building Tenth and Minnesota Streets St. Paul 2, Minnesota Dear Chief Mattocks : We should like to confirm the information Mr. Young gave you by telephone concerning the location of fire stations and companies in the southwest corner of the city. Due to changed conditions on and below the Bluff, we have again reviewed recommendations for the location of companies and stations. Please refer to our letter to Commissioner Peterson under date of August 12, 1955, when it was found that the development then occurring indicated the need for reconsideration of the locations of Engine 19 and Ladder 10. Further development in these areas now indicates the need for changing these recommendations and for establishing an engine company and a ladder company in the vicinity of St.Paul and Edgcumb Avenues; also the relocation of En ine Company 19 at Randolph and Fairview. FELDMANN, Deputy Commissioner Chief Inaspector December 31, 1956 To the Council of the City of Saint Paul In the Matter of the Proposed Acquisition of Certain Real Estate situate at the SE corner of Intersection of Edgcumbe Road, Worcester Avenue and St. Paul Avenue therefor and the construc- tion, equipment and operation thereon of an additional public Engine and Hook and Ladder Fire Station by City of Saint Paul The said Matter which has involved, among other things, the proposed acquisition of said real estate, at said intersection of public streets, within the corporate limits of the City of Saint Paul, more par- ticularly described as Lots 10, 11, 12 and 13, Block 6, Granport Addition, therefor, by the City of Saint Paul, and its construction, equipment, main- tenance and operation thereon of an essential additional public Engine and Hook and Ladder Fire Station, has been the subject of a public he ing be- fore the Council, which will be resumed, pursuant to continuance, January 2, 1957, wherein the Council made provision for an investigation oF various phases of said matter to be conducted during the period of said continuance and for report to the Council thereon by the undersigned. The undersigned, pursuant to the direction of the Council, in the premises, have undertaken and completed:. said investigation which involved field surveys and studies, reviewal and analyses of data thereby collected and comprehensive office conferences for the compilation and submission of the instant report. In such matters, comparative studies and evaluations were made of said proposed site and several other suggested sites directed to the attention of the Council by several objectors, namely, sugge ted al- ternate site No. 1, - real estate at the southeast corner of Snelling Ave- nue and Highland Parkway, presently used for fire station; suggested l- ternate site No. 2 - real estate at the southeast corner of Montreal and Davern Avenues, and suggested alternate site No. 3 - real estate at the northeast corner of St. Paul Avenue and Davern Avenue, dedicated as public park in Plat of Lane's Edgcumbe Hills. In making said comparative studies and evaluations concerning the presently proposed site and several other suggested sites for the subject essential and additional fire station, the undersigned, among other things, sought to obtain the requisite information upon which a determination might 410.6 • To the Council - 2 December 31, 1956 be securely based in respect to the selection of the site best calculated in regard to attendant conditions and characteristics to facilitate and afford adequate fire protection to the area to be served, and to promote the inter- ests and economy of the City generally in respect to fire insurance ratings by the National Board of Fire Underwriters. It is the finding of the undersigned, based upon said investiga- tion that the said proposed site for said essential and additional fire sta- tion, situate at the southeast corner of said intersection of Edgcumbe Road, Worcester Avenue and St. Paul Avenue, hereinbefore particularly described as Lots 10, 11, 12 and 13, Block 6, Granport Addition, is of considerably higher adaptability for the proposed fire station use than any of the aforesaid suggested alternate sites; that the proposed Engine and Hook and Ladder Fire Station thereon would more readily serve the densely populated areas north, west, south and east of the same, now needful of the additional fire protec- tion thereby to be afforded, than any comparable fire station which Might be located at any of said suggested alternate sites. It is the further finding of the undersigned, based upon said in- vestigation, that said suggested alternate site No. 1 represents a malad- justed fire station site encroaching upon public property acquired for an other purpose, unfeasible topographically for the proposed essential and ad- ditional fire station and the location of the same thereon would represent that which would be deemed uneconomical and unnecessary primarily because of the fact that the same would be in too close proximity to a presently and long established Engine and Hook and Ladder Fire Station located at the northwest corner of Snelling and Ashland Avenue; that the suggested alternate site No. 2 at the southeast corner of Montreal and Davern Avenues adjoins pre- mises allocated to public high school purposes and reserved for parochial school and church purposes and is otherwise less adaptable and useful for the location of the proposed essential and additional fire station; and that the suggested alternate site No. 3, in addition to its adverse topographical and street facility features, is not properly the subject of consideration for selection of the site for said essential and additional fire station be- cause it would not be permissible, as a matter of law, to divert the same from its presently dedicated public park purpose to any other purpose, parti- cularly since same as a public park was dedicated by a private dedication under a recorded plat and the City had but a restricted title thereto for public park purposes which it holds in trust for the public generally. pectfully submitted, ,Valuation E - neer re Ch 1 Special Assistant Corporation Counsel . . ,.....,.., f,_ . . . 1 • We, the undersi6ne6, uefinitcly )1,ant the firt. station built on 6.
