George Siegel, representing Mr. Medella, questioned the Council's authority to revoke the license on those grounds. The resolution was handed to you at the meeting. Peterson Commissioner of Public Safety Y City of Saint Paul Dear Commissioner: You have requested an opinion of the Corpor- ation Counsel upon the question whether or not Barber License No. 7413, issued to Thomas A. Medella, covering the premises designated as N o. 511 Wabasha Street, is subject to revocation by the Council upon the grounds that said licensee committed a violation of law upon the licensed premises, as evidenced by the records of the Municipal Court which established beyond controversy the fact of the preferment of a charge of violation of positive law by said licensee upon said premises and his conviction upon trial before said Court thereon. The subject criminal offense was committe on the licensed premises during the period for which said 1 .cense was issued, and the Council is empowered to revoke said license upon said grounds. The Charter by Sed3.on 127 provides insofar as here pertinent: "The Council shall have full power and authority: To revoke for misconduct of a licensee a y license granted under this Charter."
