WHEREAS, the City and County Detention and Workhouse Facility Commission at a
regular meeting held January 4, 1957,approved four parcels of land it the Eastern
section of Ramsey County for the proposed workhouse-workfann facility, and,
WHEREAS, on February 1, 1957, the City and County Detention and Workhouse Facility
Commission submitted a report to both the City Council of St. Paul and the Board
of County Commissioners of Ramsey County that this site be purchased'from the
rightful property owners, in accordance with Section 9, Chapter 353, Laws of 1955,
and as amended by Chapter 664, Laws of 1957, and,
WHEREAS, on February 18, 1957, the Board of County Commissioners, by County Board
"• File #1636 concurred in the recommendation of the Comma Sion, and proved the site
'• described fully in the report that was submitted on ary 1, 1957, and,
WHEREAS, on February 5, 1957, the City Council of the City of St. Pai}l, by Council

sites referred to for the workhouse-workfarm facility, and,
WHEREAS, on March 15, 1957, the City Council of the City of St. Paul approved the
c option contract taken in the name of William D. and Adelaide H. Clapp for the City
of. St. Paul and the County of Ramsey for a parcel of land consisting of 714.9 acres,
the abstract of the property being in the name of Emma Schlattmann, and fully de-
scribed by said abstract of title as follows:
"The Northeast quarter (NE4) of the Southeast quarter (i*.) of
Section Twelve (12), Township Twenty-eight (28), Range -nty-two
(22), except a strip of one and six tenths (1.6) rods off, the
East side.
Also the Southeast quarter (SE4) of the Northeast quarterj (NE4)
of Section Twelve (12), Township Twenty-eight (28), Ranged Twenty
two (22), except one-half (1/2) acre described as follows: .
Commencing at the Northwest corner of said Southeast quarter
(SE*) of the Northeast quarter (NE4), thence South to the,North

WHEREAS, on March 18, 1957, the Board of County Commissioners, County Board File
#1636 and Resolution #9-4408, ep proved the purchase of the above described property
from Emma Schlattmann for a purchase price of $74,950, similar action being taken
by the City Council of the City of St. Paul on March 15, 1957, and,
WHEREAS, the abstract for the above described property has been fury cleared and
brought up to date and examined by the law firm of Young and McClu$a. The opinion
with reference to this examination is dated April 26, 1957, a copy' of which is
attached hereto. All of the references contained in this opinion have either been
obtained or cleared with the attorneys for the present owners of Oe property ex-
cept the patent referred to in Paragraph #1, Page 2. This patents presently being
secured from the General Land Office in Washington D. C., and will be in the hands
of the undersigned before warranty deed is accepted. This opinion has been further
examined by Mr. Sheahan of the Corporation Counsel's Office, and met with his appro-
val.
NOW, THEREFORE, BE IT RESOLVED TEAT the Common Council of the City of St. Paul here-
by approves the purchase of the above described property since previous approval has
been given by the County Board of Commissioners for the purchase prince of $74,950.00
payable as follows: Seventy-four thousand, four hundred and fifty Idollara
($74,450.00) to Emma Schlattmann, present owner of property, payment to be made upon
delivery of warranty deed, and a check of fiib hundred dollars ($500.00) payable to
William D. Clapp, Realtor, as repa4Yment for option contract on proPerty. Consumma-
tion of this transaction will result in the above described property being deeded
to the City of St. Paul and the County of Ramsey in joint ownership thereof.
