Approved Y 11115!84) WHEREAS, The Commissioner of Parks, Playgrounds and Public Buildings has reported, in accordance with Section 53 of the City Charter, the existence of an emergency during the period from April 16 to 30, 1957, which rendered necessary the employment of certain employees of the Department of Parks, Playgrounds and Public Buildings for more than eight hours per day or forty hours per week in doing the following work: Supervision, operation, maintenance, care and protection of public parks and play- grounds and of their facilities. And WHEREAS, This emergency arose by reason of the following facts and circumstances: Seasonal requirements for protection of public property and pursuit of departmental activities, such as: Heating the Zoo and Greenhouse at Como Park; municipal golf courses opened for play and Como Zoo refectory stand put in oper- ation, the patronage being heaviest on week ends; because of the unexpected warming of the weather, ball fields were rushed into readi- ness; a boulevard tree, split by the wind, was repaired without delay.
