10-1331 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 Suspension Resolution 2-3-2010 CITY Presented by WHEREAS, under the Federal SAFETEA-LU Transpor[ation Act enacted in 2005, Minneapolis and adjoining communities have been allocated funds under the Non-Motorized Transportation Pilot Pro�am; and WHEREAS, the Non-Motorized Transportation Pilot (NTP) Program is designed to test how infrastructure improvements, combined with planning, public education, and promotion, can increase the number of people bicycling and walking and reduce drivin„ with a focus on connections in and out of Minneapolis; and WHEREAS, St. Paul Smart Trips, a 501(c)(3) non-profit organization that improves access and mobility for those who travel in and around St. Paul, has applied for funding from the Non-Motorized TranspoRation Pilot Program; and WHEREAS, these funds would enable St. Paul Smart Trips to support residential social marketing programs for 2010 and 2011 that will bu�ld upon the success of previous programs in Summit-University and Union Park; and WHEREAS, the Smart Trips residential social marketing programs use individualized social marketing techniques to get people out of their cars and into sustainable alternatives such as transit, biking and walking, utilizing direct mailings, delivery of materiais, and free events to engage interested households and provide them with the information they need to make changes in how they get around; and WHEREAS, NTP requires a taxing authority to accept Federal funds that may have been awarded; NOW, THEREFORE, BE IT RESOLVED, that Yhe City of Saint Paul act as the Ssca] agent pass-through for St. Paul Smart Trips, and accepY, as its agent, Federal aid funds which may be made available for eligible transportation related projecCS. BE IT FINALLY RESOLVED, if funding is approved for the above-referenced project, the proper City off�cials are hereby authorized and directed to execute grant agreements for Yhe projects and implement the activities specified.
