WHEREAS, The City and County Detention and Workhouse Facility Commission has pre..
viously notified the City Council under date of February 5, 1957 of its intentions
to purchase certain real estate to be used for the proposed new workhouse and work-
farm facility, and
WHEREAS, similar notification was given to the County Board of Commissioners under
the date of February 20, 1957, and approved by this body on that date, and
WHEREAS, under the date of March 10, 1957 the County Board of Commissioners approved
the option contracts pertaining to these properties and similar action being taken
by the Council of the City of St. Paul on March 15, 1957, and
WHEREAS, one of these parcels of property consisting of 80.5 acres moreior less and
]4oted in the names of William D. Clapp and Adelaide H. Clapp as co-owners, with the
purchase price of this property being $81,000.00 is described as follows:
"The North half (N,1/2) of the Northeast Quarter (N.E. 1/4) of Section
_Twelve (12), Township Twenty-eight (28), Range Twenty-two (22), also
commencing at the Northwest (N.W.) corner of the Southeast Quarter 41f
(SE 1/4) of the Northeast Quarter (NE 1/4) of said Section Twelve (12),
' hence South to the North line of the Afton Road (so-called, thence in
'a Northeasterly direction along the North line of said road one h ndned
thirty-four (134) feet, thence North to the North line of said quarter
quarter section, thence West on the quarter quarter section line one
hundred twenty ,(120) feet to beginning, containing one-half of an acre,
more or less, being a part of the Southeast Quarter (SE 1/4) of the
Northeast Quarter (NE 1/4) of said Section Twelve (12), Town and Range
aforesaid; also commencing at the Northeast (NE corner of the Southwest
Quarter (SW 1/4) of the Northeast Quarter (NE 1/4) of said Section
Twelve (12) thence Weston said quarter quarter section line two hundred
one (201) feet, thence due South one hundred fifty-one and 5/10 (151.5)
feet, thence in a Southeasterly direction to a point on the Easterly
quarter quarter section line one hundred seventy-three and 8/10 (173.8)
feet South of the place of beginning, thence North to the place of be-
ginning, all in Section Twelve (12), Township Twenty-eight (28), Range
Twenty-two (22), in Ramsey County, Minnesota, according to the United

Government Survey thereof, containing 80.5 acres more or less. Subject
to Right of Way Agreement to Great Lakes Pipe Line Company dated Mir 8,
1937, and recorded in the Office of the Register of Deeds, Ramsey County,
Minnesota, recorded in Book 988 of Deeds, Page 590."
WHEREAS, the abstract for the above described property has been fully cleared and
brought up to date and examined by the law firm of Young and McClure, the opinions
with reference thereto being dated April 22 and 24, 1957, and are on file in the office
of the Executive Secretary of the Detention and Workhouse Facility Commission, this
opinion being further exam ine d by the City Corporation Counsel's Office and met with
their satisfaction.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of St. Paul approve
the purchase of the above described property since previous approval has been given by
the-County Board of Commissioners, and that the purchase price of $81,000.00 payable to
William D. Clapp aid Adelaide H. Clapp, be made upon delivery of the warranty deed in
the name Of the City of St. Paul and County of Ramsey in joint ownership thereof.
