RESOLVED, by the Council of the City of Saint Paul, upon consideration
of the pertinent report and recommendation of said City's chief medical health
officer, Dr. Robert J. Schoch, consistent herewith, that said Council hereby finds
and determines that there has arisen and now exists a threatened invasion of
said City by an epidemic of contagious disease commonly designated as infantile
paralysis or polio myelitis, which constitutes a sudden or unexpected emergency
wherein the funds of said City, or available under grant from National Foundation
for Infantile Paralysis, or otherwise, therefor have become and are inadequate
properly to protect the public interests; that supplemental to any such grant it
will be necessary for said City to borrow and make available for payment of its
expense necessarily to be incurred in properly protecting the public interests
in the premises, by the procurement of the requisite vaccine, the estab=ishment,
manning, and operation of medical clinics in public and parochial schools of
said City, and in respect tettlervossissary and appropriate procedures in
meeting said emergency, the sum , 00.00;
RESOLVED FURTHER, that the Mayor and CitF Comptroller be and hereby
are authorized, pursuant to Section o t I- Ereldty Charter, in behalf of said
City, to borrow temporarily the said sum of/ .4,000.00 necessary, together with
any such grant, properly to meet such emergency and properly to protect the
public interests therein and to make, execute, and deliger to the party or parties
making such twerial.ry4pAssigi, a promissory note of said City therefor in the

after the date of such temporary loan;

RESOLVED FURTHER, that said sum of/$20,000.00 upon such authorized
borrowing thereof, shall, together with any such grant, be deposited to the
credit of a special item of said City's Health Department fund hereby provided exceed
to be established and designated as Subfund 9C5, and that said borrowed sum of not to
$20,000.00 and any such additional grant hereby are appropriated therefor and
shall be deemed chargeable with said City's necessary expense to be incurred
in its meeting of said emergency.
