WHEREAS, under the provisions of Title I of the Housing Ac of 1949,as ♦.
amended, the Housing and Home Finance Administrator is authorized to .rovide
financial assistance to ' .ocal public agencies for undertaking carryi.: out slum
clearance and urban redevelopment projects; and -%
WHEREAS, it is provided in said Act that contracts for fin: cial aid
thereunder shall require that the redevelopment plan for the respecti-e project
area be approved by the governing body of the locality in which the p oject is
situated and that such approval include findings by the governing bo. that:
(1) the financial aid to be provided in the contrac t is necessary to enable the
land within the project area to be redeveloped in accordance with the redevelop-
ment plan; (2) the redevelopment plans for the redevelopment areas i,i the locality
will afford maximum opportunity, consistent with the sound needs of ie locality as
a whole, for the redevelopment of such areas by private enterprise; - 4 . (3) the
redevelopment plan conforms to a general plan for the development of .e locality
as a whole; and
WHEREAS, the Housing and Redevelopment Authority of the Ci - of Saint.
Paul, Minnesota, hereinafter referred to as the Authority, did heretofore, on the
5th day of February 1952, approve and adopt a Redevelopment Plan, Pro ect UR Minn.
1-2, and said Redevelopment Plan was thereupon submitted to this Council, and,_
following a public hearing pursuant to the requirements of Minnesota 'tatutes 1949,
Sec. 462.521, Subd. 1, this Council did approve said Redevelopment P1= by Resolu-
tion dated March 6, 1952 (Council File No. 159030); and
WHEREAS, in and by the said Resolution of March 6, 1952 (C it File
No. 159030) this Council did find as follows:
(a) That the Redevelopment Plan for the project area
conforms to the general plan of the locality;
(b) That financial aid provided and to be provided
pursuant to contracts for financial assistance pertaining
to the project is necessary to enable the land in the
project area to be redeveloped in accordance with the
Redevelopment Plan for the project area;
(c) That the Redevelopment Plan will afford maximum

opportunity, consistent with the sound needs of the localiy
as a whole, for the redevelopment of such area by private
enterprise; and 1
WHEREAS, the Authority by Resolution adopted February 16, 1953, did
approve and adopt certain amendments to the aforesaid Redevelopment Plan, which
amendments were approved by Resolution of this Council March 10, 1953 (Council
File No. 163108), in which said Resolution this Council did find andIdetermine:
(a) That the amendments therein approved did not
change the general concept of the Redevelopment Plan as I
originally prepared by the Authority and previously ap-
proved by this Council;
(b) That all findings, determinations, and pledges
of the City of Saint Paul, as incorporated in the Reso-
lution of this Council adopted March 6, 1952 (Council
File No. 159030), were determined to be applicable to
the amendments and revisions of said Redevelopment Plan
therein approved; and 1

- WHEREAS, the Authority, acting pursuant to the provisions o Title
I of the Housing Act of 1949, as amended, has heretofore on March 2, 953,
entered into a Contract for Loan and Grant with the Housing and Home inance
Administrator with reference to the aforesaid Redevelopment Plan, Project UR
Minn. 1-2, as approved and adopted by the Authority and approved by this Council;
and
WHEREAS, subsequent to the adoption of the first amendments to the
aforesaid Redevelopment Plan on February 16, 1953, and the approval of said
first amendments by this Council on March 10, 1953 (Council File No. 163108)
a number of minor adjustments and revisions in the Redevelopment Plan (have been
made necessary as a result of refinements in the Central Area Plan as approved
by the Planning Board of the City of Saint Paul, Minnesota, and as the result
of changes in the proposed adjacent street and highway system; and
WHEREAS, in order to simplify the Redevelopment Plan and to elimi-
nate the need for reference to scattered documents which have been pre ared
and adopted over a period of time, a complete revision of the aforesai Rede-
velopment Plan has now been prepared and adopted by the Authority (by is
Resolution No. 57-12, March 6, 1957), entitled, REDEVELOPMENT PLAN FORITHE
WESTERN REDI,vJLOPMENT PROJECT, UR MINN. 1-2, WEST OF THE MINNESOTA STATE
CAPITOL, REVISED FEBRUARY 1957, (revised and corrected by its Resoluti n
57-20 March 27, 1957), consisting of: I

(c) The Relocation Plan, dated 1952 (as adopted by the
Authority February 5, 1952, and amended by the Auth-
ority February 16, 1953, without subsequent amend-
ments); and
WHEREAS, a Central Area Plan has been prepared by the Planning Board of
the City of Saint Paul and is recognized and used as a guide for the general
development of the locality as a whole; and
WHEREAS, the Planning Board of the City of Saint Paul, which is the
duly designated and acting official planning body for the locality, has sub-
mitted to this Council its report and recommendations respecting salt revised
Redevelopment Plan for the Western Redevelopment Project and has cer ified
that said revised Redevelopment Plan conforms to the said Central Ara Plan,
and this Council has duly considered said report, recommendation, an certifi-
cation of the Planning Board; and
WHEREAS, said Redevelopment Plan for the project area prescribes
certain land uses for the project area and will recuire, among other things,
changes in zoning, the vacation and removal of streets, alleys, and other public
ways, the establishment of new street patterns, the location and relocation of
sewer and water mains and other public facilities, and other public ation; and
WHEREAS, the Redevelopment Plan, Project UR Minn. 1-2, originally
adopted by the Authority February 5, 1952, and approved by Resolutioniof this
Council March 6, 1952 (Council File No. 159030) and the first amendments thereto
adopted by the Authority February 16, 1953, and approved by Resolution} of
this Council March 10, 1953 (Council File No. 163108), contained a Relocation
Plan for the relocation of families to be displaced as a result of carrying
out the project (which said Relocation Plan is included in the revised Re-
development Plan for the Western Redevelopment Area, without subsequent change
or amendment), and the relocation of such families has now been substantially
completed and the project area substantially cleared; now, therefore, be it
RESOLVED, by the City Council of the City of Saint Paul, as 'follows:
1. That it is hereby found and determined that the REDEi ,OLMENT PLAN
FOR THE WESTERN REDEVELOPMENT PROJECT, UR MINN. 1-2, WEST OF THE MINNESOTA STATE
CAPITOL, REVISED FEBRUARY 1957, (r::evisW9nd'td-rested:by said:Authority's Resolution

constitutes a revision and consolidation of the Redevelopment Plan, Project
UR Minn. 1-2, adopted by. the Authority February 5, 195?, and approve. by Res-
olution of the Common Council of the City of Saint Paul March 6, 195 (Council
File No. 159030) and the first amendments thereto adopted by the Aut ority Feb-
ruary 16, 1953, and approved by Resolution of the Common Council of a City
of Saint Paul March 10, 1953 (Council File No. 163108), incorporating various
minor amendments thereto made necessary as a result of refinements in the
Central Area Plan as approved by the Planning Board of the City of Saint Paul,
Minnesota, and as the result of changes in the proposed adjacent str et and
highway system, and eliminating the need for reference to scattered ocuments
which have been prepared and adopted over a period of time. It is f they
found and determined that all essential elements of the original Redevelop-
ment Plan, as adopted February 5, 1952, and amended February 16, 19531 (as said
Redevelopment Plan and amendments have heretofore been approved, Council Files
Nos. 159030 and 163108) are preserved and contained in this revision; that
no changes have been made in the project areal „ ,
that no changes have been made in the project boundaries, except to eprtend
the boundaries to the center lines of certain existing streets where Streets
bound the area, that no major changes have been made in the fundamental pur-
poses of the Plan, and that the adoption of this revised REDEVELOPMEN PLAN
FOR THE WESTERN REDEVELOPMENT PROJECT, UR MINN. 1-2, WEST OF THE MINN SOTA
STATE CAPITOL, REVISED FEBRUARY 1957, (revised and corrected by said uthority' s
Resolution 57-20 March 27, 1957), constitutes a reaffirmation of the riginal
Redevelopment Plan as adopted February 5, 1952, and amended February 6, 1953,
and that this revision is prepared in the form of a complete revision of the
Plan rather than as a second set of amendments thereto solely for the purpose
of;.iimplification and convenience in assembling all elements of the P an into
one document.

2. It is hereby found and determined that the project area is a
blighted area and qualifies as an eligible project area under the pro sions
of the Municipal Housing and Redevelopment Act, Minnesota Statuutes 19 3, Sec.
462.411, et seq. `
3. That the findings of this Council in its Resolution of March
6, 1952 (Council File No. 159030), to the effect:
(8.) That the Redevelopment Plan for the project -
area conforms to the general plan of the locality;
(b) That financial aid provided and to be pro-
vided pursuant to contracts for financial assistance
pertaining to the project is necessary to enable the
land in the project area to be redeveloped in accord-
ance with the Redevelopment Plan for the project area;
(c) That the Redevelopment Plan will afford max-
imum opportunity, consistent with the sound needs of
the locality as a whole, for the redevelopment of such
area by private enterprise;
are now applicable to the aforesaid revised Redevelopment Plan for the Jestern
Redevelopment Project, and the said findings are hereby adopted and incorporated
• herein with respect to the said revised Redevelopment Plan for the Western
Redevelopment Project.
