Council City of St. Paul Dear Members: We are requesting that you impose a condemnation on the two story combination store and multi-family building at 740-742 Rondo Avenue described as Lot 1, Block 7, Edwin Dean's Second Addition to St. Paul. This building is very old, approximately 70 by 46 by 24 feet, built to the street lines on Grotto and Rondo. The most part of the system of beams and posts for the support- ing of the basement joists are rotted at the ends and old posts are rotted at the bottoms. The north foundation wall has not been replaced nor have the other foundation walls been cleaned, raked, and repointed. Basement stairways have not been repaired or replaced. The finished floor in the assembly room on the first floor has not been removed. Rubbish and debris have not been removed from the area on the first floor. Damaged and cut joists have not been re- placed. Plaster has not been removed and replaced. One- hour fire rating walls and ceilings have not been installed between apartments. There is no means for heating the building. No electrical work has been done. Plumbing re- pairs have not been made on the first floor nor in the basement. No ventilation has been provided for the base- ment. Chimneys have not been repaired properly. Danger Notices have been posted. The last known record owners are Annie Turner, 856 Burr Street, St. Pau16, and Rev. J. W. Phelps, 7 W. Co. Rd. C, St. Paul 17, Minnesota. Phelps and Maputo Phelps, owners under contract for dried of the premises 740,742 Rondo Avenue, St. Paul, Minnesota, described as Lot 1, Block 7, Edwin Dean's Second Addition to St. Paul, for a Re-Rearing of the Order of tile,' 7, 5957, published ' May 11, 1857, Council Pile No. 1 B ! 6 5 4 , and the determination thereunder and under the proceedings of the C1ty Council of the City of Saint Paul, Minnesota, for the condemnation of said dwelling and store room premises. Petitioners submit that said condemnation was not justified, that . the condition of said building is not such that it is dangerous to life, limb and adjoining property, and that the structure is capable of reasonable repair and remodeling. That they have obtained a sketch of their plans to rehabilitate said building into a four Racily dwelling Apartment on ;second floor and three store roams on first floor; the outside has been repaired leo that the stucco etc and brick veneer etc have all been removed the building now has a good grade, proper appearing exterior; the inside has been startid on the way for placing in good repair and condition; and specifications for th11 work have been submitted by a contractor and arrangements made for the financing thereof. They petition that they be issued a permit to go ahead with the work, subject to inspection, and that they be allowed to go ahead and finish the Cleaning up and work preliminary to repair, without hindrance. This petition of course is made without impairment! or prejudice to their appeal, which has been made and filed in District Court of Ransey County, Minnesota, with which appeal petitioners intend to and are proceeding to go ahead.
