10-107Council File # �— 0 Amended 4/07l2010 Green Sheet # 3096316 RESOLUTION � , CITY OF SAINT PAUL, MINNESOTA �� Presented by I WHEREAS, St. Paul Public Works, with support of St. Paul Bicycle Advisory Board, the West Seventh 2 Federation and Macalester Groveland Community Council, applied for and received $750,000 of Federal 3 Non-Motorized Transportation Pilot Program Funds from Transit for Livable Communities to construct a 4 bicycle facility on Jefferson Avenue between Mississippi River Boulevazd and West Seventh Street; and 6 WHEREAS, the St. Paul Public Works submitted a proposal in 2010-2011 Capital Improvement Budget 7 Process to fund the local shaze of project and the funding for local share of the project is included in the 8 adopted 2010 Capital Improvement Budget; and 9 10 WHEREAS, the project would fiu the goals the Complete Streets Policy Resolution #09-213, adopted 11 by City Council and the Transportation Chapter of the St. Paul Comprehensive Plan; and 12 13 14 IS 16 17 18 19 20 21 22 23 34 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 WHEREAS, the proposed Jefferson project includes installation of "bicycle boulevard" elements between Mississippi River Boulevard and Lexington Parkway and bike lanes, sidewalk, bumpouts, and street lighting between Lexington Pazkway and West Seventh Street; and WHBREAS, the support of the application for the Federal Non-Motorized Transportation Pilot Program Funds by the West Seventh Federation and Macalester Groveland Community Council was conditioned upon that the respective Community Councils and community be involved in the details of the project design and development; and WHEREAS, Public Works has held community meetings on project in conjunction with Macalester Groveland Community Council and West Seventh Federation; and WHEREAS, based on community input to date, there is strong community support for the Lexington Parkway and West Seventh Street portion of the project; and WHEREAS, based on community input to date, there is not clear community support for the Mississippi River Boulevazd to LeYington Parkway portion of the project; and WHEREAS, based on the stipulafions of the Federal Non-Motorized Transportation Pilot Program Funds, the entire project between Mississippi River Boulevard and West Seventh Street needs to be implemented in order to receive the $75Q000 of Federal Non-Motorized Transportation Pilot Prograan Funds; and WHEREAS, Public Warks has requested that City Council provide some direction as to how to proceed on Project before additional staff time is used on the project; NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council supports implementation of the entire project as submitted and intends to approve a Final Order for the project; and BE IT FURTHER RESOLVED, that Public Works schedule a Final Order and Public Hearing for the project on or before t1pr�?-, 2010; and May 5, /�'��� 43 44 45 46 47 48 BE IT FINALLY RESOLVED, that the Department of Public Works should continue to work with the communities involved and Transit for Livable Communities on the final design details of the project prior to the Public Hearing for the project to resolve as many issues as they can withoutjeopardizing the project funding or intent.
