Marsitelli Commissioner of Public Works City of St. Paul Dear Commissioner Marzitelli: As per your request, I have reviewed Senate File No. 506, a bill relating to four-year tenure for city and village engineers. This is a bill designed after a similar bill adopted some years ago for county highway engineers. County Commissioners have been oper- ating under a four-year tenure for county engineers for quite a few years. The operation of the county highway system has attained con- siderable success because county engineers have had a more stable job under the tenure bill. We think that four-year tenure for city engineers is a good bill from the taxpayers standpoint. This will bethe first time that cities have been given the opportunity to spend highway user money. We feel that there will be a greater stability in the city and village engineer position in the smaller towns than we have experienced in the past few years. It should be possible to attain a greater degree of efficiency in the operation of the city engineer- ing departments if the heads of these departments had greater security than they now experience in some of the smaller cities. This bill would not be very important as far as the cities of the first class are concerned. The Legislature might go so far as to even exempt cities of the first class from this bill. We think this is good legislation and should warrant the support of our city government. Yours very truly, f f_ ARTHUR W.
