The Authority should have the power to issue the bonds referred to above, but`' !with the approval of the City Couincil and a` provision should be included which would insure the full faith and credit of the City for the payment of such bonds. In addition, I presume that any receipts or expenditures made :by the Port Authority should be designated in the statute as being outside of any limitation contained in the Charter or in any law. 4 8.1 . This is the section which empowers` the Authority to ho property. This should be amended so that the power the Authority has `may 'be enlarged to permit it to own and operate property which may not necessarily be directly connected' with :the operation of the port proper. 4 8.18r This section has to do with the employment of personnel by the Fort Authority. It ie suggested that this right of 'the Authority be amended, 'it necessary, . to make it simpler to hire personnel. ' I have not, as Yet, checked this portion of the Metropolitan Airports Commission law, but if it seems that the desired effect ctn be accomplhed. more easily under that `lax, then a ;provision similar to that 'in the Metropolitan Airports Coamssion law should be incorporated in the Port Authority law.
