An ordinance amending Ordinance No. 5840, entitled:
".An ordinance for the purpose of promoting
the public health, safety, order, convenience,
prosperity and general welfare by providing for
the classification, regulation and restriction of
the location of trades and industries, and of build-
ings used for human habitation and for specified
purposes, and the height and bulk of buildings here-
after erected or altered; and regulating and deter-

approved July 7, 1922, as amended. This is an emergency
ordinance rendered necessary for the preservation of the
public peace, health and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 5840, approved July 7,
1922, as amended, be and the same is hereby further amended
so as to rezone the following described property from "C"
- Residence District to Commercial District:
Part northwesterly of Payne Avenue as opened,
of Lots 14 and 15, Block 3, Irvinets Second
Addition to Saint Paul.
Section 2. This ordinance is hereby declared to be an

Dear Sir:
This is in the matter of the petition of Joseph L. Russo to rezone
from "C" residence to "Commercial" the property located adjacent to
the northeast corner of Payne & Preble. This property is described
as that part of lots 14 and 15 - block 3 - Irvine's Second Addition
lying north of Payne Ave.
The property under consideration has a frontage of 51.7' along Preble
and extends along Payne Avenue a distance of 80.76' and has an area of
1608 square feet. This is a triangular tract the northerly side of
which has a length of 62.20' . As shown on the attached locality map,
the property in this area is a mixture of residence and industry and
commerce.
The property just to the north and east adjacent to Minnehaha and
Payne is also "light industry." The applicant desires to utilize
the property under consideration for the construction of a small
barber shop. In view of the commercial character of the surrounding
area, the Zoning Board feels that this zoning proposal is a proper
one which, if pursued, will in no way harm the interests of adjacent
residential property owners. It is not anticipated that this, facility
will generate the need for off-street parking space.
In consideration of these factors, the Zoning Board recommends that
this petition be granted.

In the Matter of re-zoning of following described land bituated in the
County of Ramsey and. State of Minnesota, to-wit:-
Part northwesterly of Payne Avenue as opened of Lots fourteen (14) and
fifteen (15), Block three (3) Irvines Second Addition to Saint Paul, accord-
ing to the recorded plat thereof on file and of record in the office of the
Register of Deeds in and for said County.
Gentlemen:
This property is situated on the northwest side of Payne Avenue at the inter-
section of Preble Street. Petitioner wishes this to be re-zoned from residen
tial to commercial for the purpose of enabling him to build a barber shop on
it. It should be re-zoned because most of the property in this vicinity is
already used for commercial purposes. It is not large enough for the construc-
tion of a residence on it and the proposed barbershop will add to the value
and utility of the surrounding property.
The City Architect has approved the proposed construction after this rezoning.
