That Ordinance No. 5840, approved July 7, 1922, as amended, be and the same is hereby further amended so as to rezone the following described property from "C" - Residence District to Commercial District: Part northwesterly of Payne Avenue as opened, of Lots 14 and 15, Block 3, Irvinets Second Addition to Saint Paul. Russo to rezone from "C" residence to "Commercial" the property located adjacent to the northeast corner of Payne & Preble. This property is described as that part of lots 14 and 15 - block 3 - Irvine's Second Addition lying north of Payne Ave. The property under consideration has a frontage of 51.7' along Preble and extends along Payne Avenue a distance of 80.76' and has an area of 1608 square feet. This is a triangular tract the northerly side of which has a length of 62.20' . As shown on the attached locality map, the property in this area is a mixture of residence and industry and commerce. The property just to the north and east adjacent to Minnehaha and Payne is also "light industry." The applicant desires to utilize the property under consideration for the construction of a small barber shop. In view of the commercial character of the surrounding area, the Zoning Board feels that this zoning proposal is a proper one which, if pursued, will in no way harm the interests of adjacent residential property owners. It is not anticipated that this, facility will generate the need for off-street parking space. In consideration of these factors, the Zoning Board recommends that this petition be granted.
