WHEREAS, the Cou cii of - e City of Saint Paul has been .
advised, directly and1r notification in the public press, that
the Northern Natural Gas Company, the pipeline company selling
and delivering gas to the Northern States Power Company for
local distribution by the latter to the citizen users in
Saint Paul, proposed and will in the very near future file an
application for increase in rates for the gas which the said
Northern Natural Gas Company sells to Northern States Power
Company, said application to be filed with the Federal Power
Commission; and
WHEREAS, such a filing on behalf of the Northern Natural
Gas Company for an increase in rates is the sixth such applica-
tion for increased rates filed by the said company since 1949;
now therefore be it
RESOLVED, by the Council of the City of Saint Paul, that
the Public Utilities Committee of the Council of the City of
Saint Paul and the Corporation Counsel are hereby directed to
investigate and oppose in all things the application for
increased rates to be filed by the said Northern Natural Gas
Company, said filing in the opinion of the Council being
unwarranted and unjustified by any facts appearing to date in
the operations of the said Northern Natural Gas Company to
validate or give cause or reason in law or fact for the
increase in rates proposed by said Northern Natural Gas Company;
and be it
FURTHER RESOLVED, that the Public Utilities Committee and
the Corporation Counsel are hereby directed to take all steps
• necessary to implement the opposition of the Council of the
City of Saint Paul voiced in this resolution on behalf of all
of the users of gas in this City.
