rendered necessary for the preservation of the public peace,

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 5840, approved July 7, 1922,
as amended, be and the same is hereby further amended so as to
rezone the following described property from "B" Residence
District to Light Industry District :
All of Block 5, Palisade. Addition to
Saint Paul, and all of Block 5, Kentucky
Terrace ( said property being bounded by
Benson Avenue, Rockwood ;venue, Springfield
Street and Rankin Street) .
Section 2. This ordinance is hereby declared to be
an emergency ordinance rendered necessary for the preservation
of the public peace, health and safety.
Section 3. This ordinance shall take effect and be in
force upon its passage, approval and publication.

Dear Sir:
This is in the matter of the petition of Emily Ivey to rezone from "B" resi-
dence to "light industry" all of lot 5 - Pallisade' s Addition and all of
lot 5 - Kentucky Terrace Addition. This property is known as the block boun-
ed by Benson, Springfield, Rankin and Rockwood streets. This tract is located '.,
approximately one block south of West Seventh street in the vicinity of High-
land Park.
The property is presently vacant as is much of the surrounding property which
has never been developed due to the excessive costs encountered as a result
of underlying rock strata in the construction of sewers for residential
development. As explained in more detail in the applicant's letter and plan
dated January 15, 1957, the applicants desire to construct a contemporary
one-story light manufacturing plant on this property together with adequate
off-street parking space and landscaping to provide a suitable setting for
this development.
The area sought to be re-zoned has an area of approximately 187,000 square
feet or 4.29 acres. This tract is approximately 660'x 290' in dimension.
This includes a public alley which would be vacated if this plan is recommended.
The occupant of this building, the Torit Manufacturing Company, would employ
approximately 71 employees at the outset with the ultimate employment of
approximatelyone hundred. There is off-street parking space on the site for
170 cars which would be adequate for maximum development.
Accompanying this report are various exhibits which illustrate the conditions
of land use and property ownership in this area. In reviewing this proposal,
the Zoning Board undertook to determine the extent to which this proposal fit
in a general plan for the use of other property in the district . Its preliminary
conclusions are summarized on the attached display which illustrate that this
re-zoning petition is but a part of the larger area which reasonably might
be re-zoned at a later date for industrial purposes.

In consideration of these factors, the Zoning Board feels that this particu-
lar proposal fits in very well with the general objective of developing
property in this area for industrial purposes in that the nature of the
activities contemplated and the appearance and quality of the structures
proposed are such as to minimize any detrimental effect on adjacent pro-
perty.
In consideration of these factors, the Zoning Board recommends that this

THE COMPANY PROPOSES TO ERECT A ONE STORY BUILDING OF MODERN CONSTRUCTION AND
PLEASANT EXTERIOR APPEARANCE. THERE ARE NO ODORS CONNECTED WITH THE COMPANY' S
OPERATION NOR ISTHERE ANY DISTURBING NOISE. THERE WILL BE NO UNSIGHTLY OUTSIDE
STORAGE FACILITIES ON THIS PROPERTY. THUS THE COMPANY'S OPERATION WILL NOT
INTERFERE WITH THE RESIDENTIAL USE OF PRESENT DWELLING OWNERS IN THE AREA,
NOR WILL IT DETRACT FROM THE VALUE OF THEIR DWELLINGS. CONSIDERING THE PRESENT

THE CONDITIONS ABOVE REFERRED TO MAKE THE PROPERTY UNDESIRABLE FOR RESIDENCES.
BECAUSE OF THE PRESENT ZONING CLASSIFICATION, NO ONE ELSE HAS HAD ANY USE FOR
THE PROPERTY. UNLESS THIS PROPERTY IS REZONED IT WILL CONTINUE TO LIE
