WHEREAS, WSSN's Director Martha Vazela and block club leader Carol Neumann presented a creative
idea to staff the new West Side Police Substation with students in Humboldt Senior High School's 7ROTC
7 program; and
9 WHEREAS, the Saint Paul Police Department, especially Assistant Chief Tomas Smith, who
10 immediately said "we can make this happen," Sgt. Art Guerrero, and Sr. Commander John Vomastek were
I 1 supportive of this unique community policing idea that would meet twin goals of positive police visibility
12 and mentoring youth in public safety careers; and

WHEREAS, Humboldt Senior High School Principal Mike Sodomka and JROTC Colonel Howard
Johnson also embraced this idea from its inception, making sure it happened; and
WHEREAS, Neighborhood House, which has been an anchor within the West Side Community for
generations, graciously provided space to house the West Side Police Substation; and
WHEREAS, on January 26, 2009, Samantha Mancheski, a student at Humboldt Senior High School, who
is planning to study criminal justice in college, started staffing the West Side Police Substation at
Neighborhood House in the afternoons;
NOW, THEREFORE, BE IT RESOLVED, that Wednesday January 28, 2009 is declared First Step in
West Side Safety Collaboration Day, kicking off support for youth opportunities in public safety. "We
can make this happen."

VTHEREAS, the West Side Safe Neighborhood Council (WSSN) is a grass roots organization that has
worked since 1984 to promote safety by organizing Block Clubs on the West Side to build community,
reduce juvenile crime and present youth opportunities; and
