WHEREAS, Alfred H. Schroeder, City Architect, has requested
the City Council to hold a public hearing to consider any com-
plaints about the expense incurred by the City of Saint Paul
in removing a dangerous structure at 264 West Cottage Avenue,
more particularly described as Lots 1 and 2, Block 6, Rice
Street Villas Subdivision of Lots 8, 10, 12, 13 and the East
275 feet of Lot 11, Walcott' s Addition to Cottage Homes, and
WHEREAS, it appears that the last known record owners of
the property are Nathaniel Johnson, 282 Grove Street, Saint
Paul, Aletha M. Habberstad, 23 W. Acker Street, Saint Paul, and
Lillian R. Kilbane, 1430 Rice Street, Saint Paul, copy of
proceedings having been sent to Mr. Lawrence Hazen, Minnesota
Building, Saint Paul; therefore be it
RESOLVED, that the City Council of the City of Saint Paul
hold a publi earing in the Council Chamber of the Court House
in the City of Saint Paul at 10 o'clock A. M. on the 21st day
of February 1957, to consider any complaints about the expense
incurred by the City of Saint Paul and to confirm the amount
thereof; be it
FURTHER RESOLVED, that the City Architect notify by mail
the record owners of theproperty in questionat the last known
address.

The Council requested that you prepare a resolution setting a date
for hearing in the matter of confirming the cost to the city for the
wrecking and removal of the building at 264 Cottage Lvenue, as more
fully set out in the attached letter of the City Architect.

Dear Members:
A statement of expense has been filed with the City Clerk on
this date for the purpose of creating a lien on the property
known as 264 West Cottage Avenue, described as Lots 1 and 2,
Block 6, Rice Street Villas Subdivision of Lots 8, 10, 12, 13,
and the East 275 feet of Lot 11, Walcott's Addition to Cottage
Homes.
This property is owned by Nathaniel Johnson, 282 Grove St. ,
St. Paul 1; Aletha M. Habberstad, 23 W. Acker St. , St. Paul 3;
Lillian R. Kilbane, 1430 Rice Street, St. Paul 3; and a copy
of the proceedings were sent to Mr. Lawrence Hazen c/o Hansen,
Hazen, Lynch, Minnesota Building , St. Paul 1.
In this matter, the following resolutions were adopted by the
City Council:
C. F. 169213, adopted by the City Council July 8, 1954 (publish-
ed July 10, 1954) set a public hearing for July 27, 1954, at
ten o'clock in the Council Chambers.
C. F. 170445, adopted by the Council October 6, 1954 (publish-
ed October 9, 1954) ordered the wrecking by and at the sepa-
rate cost and expense of the owner, occupant, or other person
in control thereof.
C. F. 179452, adopted by the Council September 4, 1956 (publish-
ed September 8, 1956) directed the Commissioner of Parks,
Playgrounds And Public Buildings to enter the premises and
wreck and remove the building and do all things necessary for
the protection of life, limb, and adjoining property.
C. F. 180115, adopted by the Council October 23, 1956 (publish-
ed October 27, 1956) approved the specifications prepared by
this office for the wrecking of this building and authorized
the Purchasing Agent to advertise for bids.
#2 - Council
C. F. 180472, adopted by the Council November 21, 1956 and
published November 24, 1956, approved the award of the con-
tract for wrecking to Edward F. Mertz for the sum of $70.00
in accordance with specifications and Formal Bid No. 6041.
C. F. 180704, adopted by the Council December 11, 1956 (pub-
lished December 16, 1956) provided that the wrecking expense
of $70.00 and the expense of the Department of Parks, Play-
grounds And Public Buildings in the amount of $46.44, making
a total of $116.44, be paid out of Wrecking Condemned Build-
ings of the General Fund , 31-G-23, and, in the event said sum
proves collectible from the owner of the premises, same is
to be credited to General Fund Item 31 G 23.
The building has now been satisfactorily wrecked and a Reg-
istered Bill mailed to the owners.
It is requested that you hold a public hearing with ten
days ' notice to consider any complaints about the expenses
incurred and to confirm the amount.
The Council resolution confirming the expenses should end
with a directive to the City Clerk to file a statement of
expense for the purpose of securing a lien on the property.
