the decision of the Commissioner of Parks, Playgrounds and
Public Buildings, and upon the favorable recommendation of
the Board of Zoning, the commercial use authorized on a
portion of Lot 8 and Lot 7 except the west 4 feet thereof,
Block 79, Dayton and Irvine' s Addition ( in the vicinity of
the northwest corner of Farrington and Selby Avenues) , is
hereby extended to cover all of said Lot 8 and Lot 7 except
the west 4 feet thereof, Block 79, Dayton and Irvine' s Addition,
in accordance with appellant' s appeal filed November 23, 1956,

appeal of the Arrow Insurance Co. for the extension of Commercial
zoning to cover all of Lot 8 and Lot 7 except the west i+ feet thereof,
Block 79, Dayton and Irvine's Addition, located at the northwest corner
of Farrington and Selby Aves, in accordance with appellant's appeal
filed Nov. 23, 1956, and pursuant to Sec. 20, Paragraph "a" of the
Zoning Ordinance.

Dear Sir:
This is in the matter of the appeal of the Arrow Insurance Company to permit
the extension of a commercial use to cover all of lots 7 and 8 except the
westerly 4' thereof of block 79, Dayton & Irvine's ,'iddition. This property
is part of a larger tract of land located in the vicinity of the northwest
corner of Farrington and Selby. The applicants propose to establish an
insurance home office and accessory uses on this property and also the pro-
perty to the north adjacent to Dayton and Farrington which is formerly the
site 'of the Shepherd residence. This property adjacent to Dayton was
recently rezoned to a "commercial" classification to permit this use.
The southerly 100' of the land fronting on Selby in this block is zoned
"commercial" which leaves a strip some 1G ' wide in a "C" residence classi-
fication, located between the commercially zoned property along Dayton and
the commercially zoned property along Selby. It is the purpose of this
appeal to secure Council authorization to use this 16-2' strip for insurance
company home office purposes.
The toning Board notes that the determination as to the appropriateness of
this use at this point was made at the time the property adjacent to Dayton
was rezoned to a commercial classification. The Zoning Boardfeels that the
granting of this appeal would be consistent with this decision to establish
an insurance company at this point.
In view of this fact, the Zoning Board finds no objection to this proposal
from the standpoint of adjacent land use and recommends that this appeal be
granted pursuant to section 20, paragraph "a" of the 'zoning Ordinance and
in accordance with the applicant's appeal filed November 23, 1 .

NOTICE OF APPEAL
To The Honorable Mayor and City Council

City of St . Paul , Minnesota
Gentlemen:
Pursuant to Section 20, Ordinance 5840, the Arrow Insurance
Co. appeals to the Council of the City of St . Paul to per-
mit the commercial use authorized in the south one hundred
(100) feet of Lot eight (8) and Lot seven (7) except the
West 4 feet thereof, Block 79, Dayton and Irvine ' s Addition
to the City of St. Paul, Ramsey County, Minnesota to extend
to the entire area of Lot eight (8) and Lot seven (7) except
the West 4 feet thereof , Block 79, Dayton and Irvine 's Addi-
tion to the City of St . Paul, Ramsey County, Minnesota, for
the reason that the Arrow Insurance Co. is dissatisfied with
the application of the provisions of Ordinance 5840 to said
property.
All of said property has been in single ownership since
prior to August 22, 1922. All of said property is in the
Estate of David C. Shepard and has been bequeathed to his
widow, Mable L. Shepard and is being sold to the Arrow Insur-
ance Co. pursuant to a certain Earnest Money Contract .
