Whereas the City and County Detention and Workhouse Facility Commission
is proceeding with the construction phase of the new Juvenile Detention Home,
as well as the preliminary plans of the new Workhouse Facility; and
Whereas the Juvenile Detention Facility is scheduled for completion
and occupancy early this fall, most probably October 1, 1957; and
Whereas Section 15 and 16, Chapter 353, Laws of Minnesota for 1955,
states in part -
"If at the time the County and City jointly own and operate a joint
city and county detention facility, workhouse or work farm, or any combina-
tion of the foregoing, under the authority and power granted in this act,
the management of the joint facility or facilities shall be vested in a joint
committee consisting of two members of the board of county commissioners,
selected by the board, two members of the city council selected by the council,
together with the sheriff of such county and the public safety commissioner
of such city, and the mayor of any such city who shall be the chairman of the
joint committee - the joint committee to manage the joint facility
or facilities shall not receive any compensation for their services upon the
committee".
Whereas the City and County Detention and Workhouse Facility Commission,
at its regular monthly meeting held February 1, 1957, recommended that the
necessary action be taken by the Units of Government concerned to set up the
aforementioned operating committee.
Now therefore be it resolved that the City Council appoint the members
in accordance with the above outlined procedure, said appointees to be members
of the joint operating committee and to meet at the call of the designated
chairman.
