WHEREAS, The Ramsey County Grand Jury has devoted its time and effort to a
thorough study of automobile mileage accounting and cost reimbursement for mileage
expended by City of Saint Paul employees in the course of their official duties, and
WHEREAS, The Ramsey County Grand Jury is to be commended in general for their
objective approach to this difficult problem and for their practical suggestions, and
WHEREAS, The Grand Jury, in its partial report of March 6, 1957, has advised the
City Comptroller and the Public Examiner to correct this situation at once, and
WHEREAS, We join the Grand Jury wholeheartedly in their concern over this problem
and endorse the need for a thorough review of the mileage reimbursement system, and
WHEREAS, We believe t hat, not only the keeping of records should be reviewed, but
that the entire problem of the use of private automobiles, the amounts per mile paid therefor,
and the method of checking the accuracy of total amounts claimed should be included in such
a study, and
WHEREAS, A detailed checking of each mile driven by each employee would present an
impossible task and unfair responsibility on each supervisor as indicated in point five of the
Grand Jury partial report unless a most efficient system is devised, and
WHEREAS, The Grand Jury believes that some supervisory personnel may have approved
employees' claims of the maximum allowable amount so that it is evident that a study of
this system must include a study of supervisory methods in this matter, and
WHEREAS, We agree with the statement made in the Grand Jury's point three that
"this situation should be corrected at once"; now, therefore, be it
RESOLVED, That the Common Council of the City of Saint Paul constitutes the City
Technical Committee and the Office of the City Comptroller as a special committee which
should invite the assistance of the Office of the Public Examiner of the State of Minnesota to
study immediately shortcomings in the present system of city employee automobile mileage re-
imbursement, in its entirety, including amounts per mile paid, a method for verifying
