PAUL COUNCIL NO. • OFFICE OF THE CITY CLERK COUNCIL RESOLUTION—GENERAL FORM PRESENTED BY COMMISSIONE• — �/JAK'�✓ DATF ! i 1 File No. 1P'8W i!;:y!r t'! — WHEREAS , on the 16th day of May, 1956, the Council of the City of Saint Paul did adopt a resolu- tion, - Council File No. 177882, which created a commis- sion of six members , five of whom were to be residents of the City of Saint Paul and the sixth to be the Commissioner of Libraries , Auditorium and Museums , the five citizen members of said commission to be appointed by said Commissioner, which commission was to be denominated, The Civic Educational Center Building Commission of the City of Saint Paul, and to which commission was delegated all matters concerning the selection of site, the appointment of architect, the awarding of construction and equipment contracts, the allocation of space therein and operation of the proposed Civic Education Center Building, the acts of which Commission were to be approved and ratified before action thereon by the Council of the City of Saint Paul ; and WHEREAS , the Council has received a report from the Commissioner of Libraries , Auditorium and Museums that after long deliberations on the subject and consultations with many outstanding architects, the said Civic Educational Center Building Commission has approved the employment of Ralph Rapson and Ellerbe and Company to be engaged as associate architects in cooperation with the City Architect, pursuant to Charter provision, for all architectural wac to be done in connection with the new proposed Civic Education Center Building; and WHEREAS, attached to the letter of said • Commissioner reporting the action of the Civic Educational Center Building Commission is a copy of the minutes of the meeting of the Commission in which is set forth COUNCILMEN Adopted by the Council 195_ Yeas Nays DeCourcy Holland Approved 195_ Marzitelli Mortinson In Favor Peterson Mayor Rosen Against Mr. President, Dillon 5M 6-56 0 • Original to City Clerk • 8 S CITY OF ST. OFFICE OF THE CITY CLERK COUNCIL RESOLUTION—GENERAL FORM PRESENTED BY COMMISSIONER DATF the action of said commission in approving the choice of the associate architects named above and sets forth the fee to be paid said architects as 5 per cent of the cost of the work, Now, Therefore, be it RESOLVED, by the Council of the City of Saint Paul that it does hereby ratify the actions taken, as stated above, by the Civic Educational Center Building Commission; and, further, be it RESOLVED, that said Council approves the employment of the said Ralph Rapson and Ellerbe and Company as associate architects , in cooperation with the City Architect , in the drafting of all architectural and engineering plans in connection with the new pro- posed Civic Education Center Building, the compensation for said employment to be paid to both parties jointly at the rate of 5 per cent of the total cost of the work to be constructed; and, further, be it RESOLVED, that the proper City officials are hereby authorized to enter into a contract with the said Ralph Rapson and Ellerbe and Company to effectuate said employment, a copy of said contract being attached hereto and made a part hereof. PAUL Friday, January 18, 1957 4 p.m. Room 179, City Hall Present: Julian B. Baird, John M. Budd, Carl P. Herbert, Herbert L. Lewis, Neil C. Sherburne, Commissioner Severin A. Mortinson, Marshall F. Hurley, and Eldon Winkler. It was moved (by Mr. Herbert) and seconded (by Mr. Lewis) that the Building Commission of the Civic Educational Center approve the amended Civic Educational Center Architectural Service Agreements between the City of St. Paul and Ralph Rapson and Ellerbe and Company, as well as the Agreement between the two aforementioned architects; and that said Commission recommend to the City Council that it hire these two architects in accordance with the terms of these agreements, which include the stipulation that the architects receive an aggregate fee of five percent of the total amount of the cost of the Civic Educational Center Building.
