The purpose of the Public Hearine is to consider the level of service for Right-of-Way Maintenance to be performed in the City of Sain[ Paul in 2010 and to consider the cost of such service to be chazged against benefitted properties in accordance with Chapter 62 of the Administrative Code. The pazticulaz service to be performed and the estimated costs as proposed by the Department of Public Works aze as follows: CLASS 1-A - DOWNTOWN STREETS Description: Class 1-A service will be performed on all downtown streets (face of curb to face of curb) within the followmg boundaries: Kellogg Boulevazd on the south and west, Eleventh Street on the nor[h, and Broadway on the east (except streets listed in Class 1-B, Downtown Streets (Brick)). Pr000sed 2010 Level of Services: The downtown streets wiil be vacuum swept approximately two times per week. All routine maintenance, including patching and repairing of street surfaces, tree trimmmg, streetlight main[enance, and snow plowing wdl be performed on an as-needed basis. Pr000sed Assessment: All Class 1-A service will be assessed at a rate of 16.29 per assessable foot for all. CLASS I-B - DOWNTOWN STREETS -- BR( ICK1 Descnption: Class 1-B service has been performed on all downtown brick sveets (face of curb to face of curb): St. Peter St., from Kellogg B(vd to Sixfl7 St.; Wabasha, from Kellogg Blvd to Sixth St.; Fourth St., from St. Peter to Wabasha; Fifth St., from St. Peter to Wabasha; Sixth, from St. Peter to Wabasha; Mazket St., Kellogg Blvd to Fourth St.; Market St., Fifth St. to Sixth St.; Washington St., Kellogg to Fourth St.; Fourth St., St. Peter St. to Washington St.; F�fth St., Market to St. Peter St.; Sixth St., Mazket to St. Peter St.; Kellogg Blvd., north side; Wabasha St, just west of Minnesota (Wild) Club and adjace�t to Xcel Are�a; and Kellogg Blvd., south side: SevenCh St to the RiverCentre Pazkmg Ramp. ProQosed 2010 Level of Services: The above listed downtown brick streets will be vacuum swept approximately two times per week. Pro�osed Assessment: All Class 1-B service will be assessed at a rate of 19.72 per assessable foot for all. Page 1 of 6 09-953 (Attachment to GS# 3074976) (D) CLASS 2- OUTLYING COMMERCIAL AND ARTERIAL STREETS Descrintion: Class 2 service will be performed on all ouilying commercial and arterial sheets in the City. These are the major arteries in the City and have both heavy volumes of vehicular and padeshian traffic and have frequent business or wmmercial properties fronting on them. Typica] examples would be as follows: University Avenue, Snelling Avenue, West Seventh Street, Eas[ Seventh Street, Rice Street, Payne Avenue, Arcade Stteet, Suauni[ Avenue, Grand Avenue and others. All of these Class II streets aze accurately defined on a map avazlable for viewing in the Department of Public Works, 900 City Hall Annex. Proposed 2010 Level of Service: The Class 2 streets would be cleaned 6 to 10 times per year. All rouhne maintenance, including patchmg and repairing of street surfaces, sidewalk maintenance, tree inmming, s[reetlight maintenance, and snow plowing will be done on an as-needed basis. Includes mowing miscellaneous city righ[-of-way parcels. Proposed Assessment: Under Class 2 service there will be two assessment rates, one commercial and one residential. The commerc�al property rate will be 8.21 per assessabte foot and the residential property rate will be 3.34 per assessable foot. CLASS 3- ALL RESIDENTIAL STREETS Descriution: Class 3 service would be performed on all residential streets including oiled stree[s, paved streets and intermediate type streets. Prouosed 2010 L,evel of Service: Residential streets, including oiled, paved and intermedtate sneets, will receive a thorough cleaning m the spring which includes sweeping and flushing. Patching and repairing street surface, sidewalk maintenance, tree trimming, streetlight maintenance, and snow plowing will be done on an as-needed basis. Due to increases in the cost of fuel and materials along with citywide budget reductions, all residential streets (oiled and paved) will now be chip sealed on a 10 year cycle. One-tenth of these residential streets (a total of 51 miles) will be chip sealed each year. In tbe fall, leaves will be picked up from these streets. Includes mowing miscellaneous city right-of-way parcels. Proposed Assessment: Under Class 3 service to residential streets, we have two assessment categories. The commercial property rate would be 6.06 per assessable foot and the residential property rate would be 3.14 per assessable foot. Pr�osed 2010 Level of Service: All oiled, paved and intermediate alleys will be swept durin� the season. All routine maintenance, including patching and repair of the alley surface, will be performed on an as-needed basis. Due to increases in the cost of fuel and materials along with citywide budget reductions, all alleys (oiled and paved) will now be chip sealed on a 10 year cycle. One-tenth of the total number of alleys (approximately 203 alleys) wiR be chip sealed each year. Pr000sed Assessment The proposed assessment ra[e is 1.13 per assessable foot for commercial property and .72 per assessable foot for residen[ial property. CLASS 5 - UNIMPROVED STREETS De SCljp tion: Class 5 service will be performed on unimproved streets. By unimproved, we mean those streets that have not been developed for one reason or another. They aze platted City rights-of-way; however, the abutting res�dents have never petitioned for their improvement nor have there been any assessmen[s levied. Because they are City rights-of-way, the City has the responsibility to perform minimal repairs and maintenance work to reduce hazards. Pronosed 2010 Level of Services: The maintenance and repair of these streets will consist of patching, minor blading, placing of crushed rock and other stabil�zed material, tree trimming, and snow plowing in order [o make them passable and reduce hazards. Pr000sed Assessment: The proposed assessment rate o� unimproved streets is 3.01 per assessable foot for commercia] property and 1.70 per assessable foo[ for residential properCy. By unimproved we mean those alleys that have not been developed for one reason or another.
