"An ordinance regulating and controlling traffic, riding, driving and travel in the streets of the City of St. Paul and providing punishment for the violation thereof, and repealing all ordinances and parts of ordinances inconsistent herewith. This is an emergency ordinance rendered necessary for the pres- ervation of the public peace, health and safety", Approved December 30, 1937, as amended. That Ordinance No. 7881 approved December 30, 1937, as amended, be and the same is hereby further amended by adding to Section 85, Subsection (a) (1), thereof, the following: "Between the hours of 4:0O P.M. and 6:00 P.M. no person shall park a motor vehicle on the east side of St. Peter Street from Sixth Street to Fifth Street". §12.111.0-11_Z• This ordinance is hereby declared to be an emergency or- dinance rendered necessary for the preservation of the public peace, health and safety.
