curbing both sides of Ivy Avenue from Flandrau Street to White Bear Avenue,
under Preliminary Order 172707 , Intermediary Order 173382 , Final Order 173860

A public hearing having been had upon the assessment for the above improvement, and said assessment
having been further considered by the'Council, and having been considered finally satisfactory, be it therefore
RESOLVED, That the said assessment be and the same is hereby in all respects ratified, and the same
is hereby ordered to be submitted to the District Court of the County of Ramsey for confirmation.
BE IT FUTHER RESOLVED, That the said assessment be and it is hereby determined to be payable
in J. equal installments.

To the Council of the City of St. Paul:
The Commissioner of Finance hereby reports to the Council the following as a statement of the ex-
penditures necessarily incurred for and in connection with the making of the above improvement, viz:

Engineering $ 201.00
Inspection fees $ 67.08
Postal cards. $ 0.96

Total expenditures $ 3,632.44
Said Commissioner further reports that he has assessed and levied the total amount as above ascer-
tained, to-wit: the sum of $ 3,632.44 upon each and every lot, part or parcel of land deemed
benefited by the said improvement, and in the case of each lot, part or parcel of land in accordance with
the benefits conferred thereon; that the said assessment has been completed, and that hereto attached,
identified by the signature of the said Commissioner, and made a part hereof, is the said assessment as
completed by him, and which is herewith submitted to the Council for such action thereon as may be

Due to my work, I will be unable to attend the 2 F , Feb. 27th
Council :.:eating for the purpose of a public hearing on the assessment
of curbing both sides of Ivy Ave. from Flandrau to white Sear Ave;

I wish to protest the exorbitant cost of this project, which
comes to 4200.59 as my share, for a 60 foot front. On June 17, 19E5,
I was notified the estimated cost thereof would be 43032.43 or : 2.54
per front foot; or 152.40 as my cost. Now when the work is completed
it comes to 43632.44 or about 3.34 per foot front. This is for curb
only and does not include the approach to my driveway.
In my estimation, if the cost is going to vary so much, a new
hearing should have been held, so we know where we stand, or else the
project should be outright cancelled; especially when Ivy Ave from
Flandrau to Prosperty School is without sidewalks and the children
walk in the street; but this block of Ivy shall have curbs regardless
of cost.
In view of the fact that my sidewalk cost ,'=115.00• I cannot
understand why 4200.59 should be the cost for the curb. I would also
like to call attention to the further cost of putting my property
in order after the workmen got done digging everything up. I had
a cinder bed in my driveway approach; now it's a sea of mud, completely
dug up. After having had my boulevard sodded; I can now haul more
dirt in and do it over again. I was throughly disgusted with the
way the workmen drove the tractor up ' y driveway after a rain. I
had an inch of mud halfway up to the house, which had to be scrapped
and hosed off; none of the cleaning up on the sidewalk and driveway
was done by the workmen.
If anything can be done to cut down on the cost I would
greatly appreciate it.
