consent of the Comptroller, to purchase from TWIN CITY TESTING AND ENGINEERING
LABORATORY Services, including all equipment, special facilities and personnel
for conducting Soil Boring Operations for the proposed Lexington Avenue Bridge,
at a cost of approximately $9900.00, more or less, without advertisement or
competitive bids as this is the only source of supply and no advantage could be
gained thereby.
