THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 5840, approved July 7,
1922, as amended, be and the same is hereby further amended
so as to rezone the following described property from
"C" Residence District to Commercial District :
Lots 3, 44, 5, 6 and 7, Block 4, Lambert &
Co. Addition to the Town of St. Paul, acc. ,
except so much thereof as lies N. of the S.
line of University Avenue and SNtly. of
NEly. line of Robert Street ; also that part
of Block 3, Randallts Addition to St. Paul,
acc. and of that parcel of land lying W. of
said Block 3, described as follows : Commencing
at a point on the NE' ly. line of Robert Street
183 feet N. of the N. line of Fourteenth Street ;
thence E 'ly. parallel to the N. line of
Fourteenth Street to a point 164 feet W. from
the SNtly. line of Jackson Street ; thence at

This is in the matter of the petition of Ralph Stacker to re-zone from "C"
residence to "Commercial" the property located adjacent to the south side
of University between Robert and Jackson. This property is described
as follows: lots 3, 4, 5, 6, and I - block 4, Lambert & Company's Addition
to the Town of St. Paul and that part of block 3, Randall's Addition to
St. Paul acc. and of that parcel of land lying W. of said block 3 des-
cribed as follows: commencing at a point on the NEIy line of Robert St.
183 feet N. of the N. line Fourteenth St . ; thence Ely parallel to the
N. line of Fourteenth St . to a point 164 feet W. from the SW'ly line of
Jackson Street; thence at right angles Nly to the S. line of Block 4,
Lambert & Co's Addition to the Town of St . Paul; thence Wly on said Sly
line of said Block 4 to the NEly line of Robert St. ; thence SEly along
the NEly line of Robert St . to the place of beginning.
The property is presently vacant with a portion of the land used for park-
ing purposes. This is an irregularly shaped tract with approximately 300'
frontage on Robert and 230' on University. There are approximately
60,000 sq. ft . of land in the tract.
The applicants propose to develop this property for the site of a three-
story office building which, according to the applicant's letter of May 1,
1957, will be leased to the IBM Corporation. There is space on the site
adequate to provide for the parking of approximately 40 automobiles which
would be sufficient for the number of employees contemplated. The IBM leased
facility would occupy 23,000 sq. ft. of this 60,000 sq. ft . site. The remain-
der of the site will be occupied by office activities which are in the pro-
cess of being negotiated.
The ;'oning Boarl finds that the uses contemplated are compatible with the
existing and likely, proper development of this area. The only negative
consideration involved stems from t he question of the probability that
this land might be needed for Vocational or Mechanic Arts High School pur-
poses. In a letter dated April 4, 1957, the Superintendent of Schools,
Forrest Conner, conveyed the fact that the Board of Education has no object-
ion to this proposed re-zoning. In consideration of this fact, it woull

commercial development of this area with the thought that eventually
Mechanic Arts and Vocational High Schools will be combined and recon-
structed on a better located site containing more space. This question
is presently the subject of a collaborative study on the part of the
Planning Board and the Department of Education.
In consideration of the commercial character of this area and the fact
that the Board of Education has no interest in its use for future school
purposes, the Zoning Board feels that this re-classification to commercial
zoning should be undertaken at this time pursuant to the development plans
and the uses specified by the applicant's petition and letter dated May 1,
1957.
Therefore, the Zoning Board recommends that this petition be granted.

Gentlemen:
In connection with the petition of myself and Leo Pritzker to
rezone Lots 3, 4, 5, 6, and 7, Block 4, Lambert & Company's
Addition to the Town of St. Paul and part of Block 3, Randall's
Addition to St. Paul, we wish to give you the following facts:
Upon rezoning it is our intention to construct a building containing
approximately 23, 000 square feet of space in a three story level
on the corner of Robert and University. This building to be leased
to IBM Corporation. The building and ground will occupy approx-
imately 23, 000 square feet of ground. The building itself will
occupy approximately 8500 square feet of the area leaving
approximately 14, 500 feet for parking. We have been informed
that IBM will have to start with approximately 165 employees
in this building and will need parking space for 40 automobiles.
As to the remainder of the area, we are now negotiating with
other prospects for the erection of another office building to be
used exclusively by one tenant.
We give you this information in connection with the rezoning
application that will be submitted to your honorable body.

This is in the matter of the petition of Wilbur Roth to re-zone from "C" resi-
dence to "Commercial" the property located adjacent to the northwest corner of
Jackson and University. This property is described as lot 11, Auditor's Sub.
#67.
The property has a frontage of 100' on University and extends northerly a dis-
tance of 127.4' along Cipitol Heights. It is presently occupied by a vacant
residential frame structure which will be removed to permit the development of
this land for a restaurant facility with adequate off-street parking.
The adjacent land uses are a mixture of commercial and residential character.
However, the area is characterized by a pronounced shift from residential to
commercial activities as is evidenced by the Pitney Bowes establishment just
to the west on the north side of University and the proposed re-zoning activities
incident to the old St . Paul Hospital site adjacent to the southeast corner of
University and Robert .
The %oning Board finds, therefore, that the proposed zoning pattern is a proper
one from the standpoint of the highest and best development of the district and
that the applicant's plans reflect a high standard of development within the
framework of the proposed zoning pattern.
In consideration of these factors, the :'oning Board recommends that this petition
be granted.

Gentlemen:
You have my application for rezoning of lot 11, Auditor's Subdivision
No. 67, which is located at 149 E. University which is at the corner
of University, Capitol Heights and Jackson Streets. The petition is
for rezoning from residential to commercial.
It is my intention to develop that property as a restaurant with park-
ing facilities. The building itself is to be on lot 11. Since having
the petition signed, I have also acquired lots 10 and 12. At the present
time it is planned to use those lots for additional parking facilities.
I respectfully submit herewith a blueprint outlining the usage of lots
11 and 12. With the expansion of the Capitol area,and the forthcoming
improvement of the East Capitol approach,as well as the improvement of
the property directly across the street more than justifies the neces-
sity of restaurant facilities in that area.
Certainly with existing and planned changes, this area cannot be con-
strued as residential. Your approval of this change in zoning would
allow a considerable improvement of this property and would be sin-
cerely appreciated.
