09-926Council File # �����0 Green Sheet # 3073816 RESOLUTION CITY PAUL, MINNESOTA l� Presented by 1 2 3 4 5 6 7 8 9 10 WHEREAS, the Saint Paul Fire Department has received a grant of 310,000.00 from the Saint Paul Foundarion in support of the Saint Paul EMS Academy, and WHEREAS, the Saint Paui EMS Academy provides 40 panc�ipants that live in Ramsey County the opporiunity to prepaze for careers in fire and/or EMS service, and NOW, THEREFORE IT BE RESOLVED, that the CiTy Council accepts this grant and authorizes the City of Saint Paul to enter into the attached grant agreement with the Saint Paul Foundation to provide funding for the Saint Paul EMS Academy, as provided by the Saint Paul Fire Department; a copy of said agreement is to be kept on file and of record in the Office of Financial Services. PAYMENT OF GRANTS: The Foundation reserves ihe right to termivate ar modify any payments putsuant to this grant, includmg modification of previously a�eed upon payment schedules should this be deemed apQropriate by the Foundation. 3. EXPENDTTUI2E OF GRANT FLINDS: The fimds provided by this gant may be spent only m accordance with the provisions of the �antee's funding request and budget as appmved. The progr� is subject to modi&cation only with the Foimdation's prior written approval. Fimds will be disbursed to the grantee upon receipt of the properly completed Tem�s of Grant and the satisfactory compliance with special condirions: (a) Any special conditions which apply to this gant, as listed, should be complied with as rapidly as feasible. These conditions may make the release of fimds contingent an speciat requirements and future payments contingent upon demonshated performance. In such cases, adequate � y,�a�� evidence of compliance with conditions must be submitted before the Fotmdation will release grant fimds. If you have quesrions about the special conditions, contact the Foundation Officer responsible for this grant. (b) No fimds provided by the Foimdation may be used for any political campaign, or to support atte�ts to influence legislation of any govemmental body other than through mTldng available the results of nonpartisan analysis, study and research. (c) Expenses charged against this grant may not be incurred prior to the date at which the grant period begins or subsequent to its termination date, and may be inciared only as necessary to cany out the purposes and activities of the approved progrun. (d) The grantee organiration is responsible for the expenditure of funds and for maintaining adequate supporting records consistent with generally accepted accounting practices. (e) Equipment or property purchased with grant funds shall be the properiy of the grantee organization so long as it is not diverted fi the purposes for which the grant was made. If the pw7wse of the organization or the use of grant funds is changed, or if the grantee organization should go out of elcistence, the equipment or property reverts to the Foundarion. 4. REVERSION OF GRAN'I' FiJNDS: The grantee will retum any unexpended fimds to the Foundation at the close of the grant period. Funds also will be promptly returned: (a) If the Foundation detem�ines that the grantee has not performed in accordance with the Terms of Cttant or met the specific grant condirions of the approved program. (b) If the gantee loses its exemption from Federal income talcation as provided for under Section 501(c)(3) of the Intemal Revenue Code. 5. COPYRIGHT AND PAT'ENT'S: Reports, materials, books, and articles resulring from this grant may be copyrighted by the organization receiving the grant or by the author, in accordance with the policies of the grantee organization, toward the goal of obtaining the widest disseminarion of such reports, materials, books and articles. The Foimdarion reserves the royalty-free license to use such publications. For projects involving the possibility of patents, the grantee should request fisther information from the Foundation. 6. LIlvIIT OF COMMITMEN"T: Unless otherwise stipulated in writing, this grant is made with the understauding that fhe Foundation t�as no obligation to provide other or additional support to the grantee.
