Council File No. 183241—By Milton Rosen— Resolved, That the Purchasing Agent be, and he is hereby authorized with the consent of the Comptroller, to purchase from the TWIN CITY TEST- ING AND ENGINEERING LABORA- TORY, services, including all equip- ment, special facilities and personnel, for conducting soil bearing operations and for necessary laboratory tests and the preparation of a report on ma- terials and soil bearing values, pre- paratory to the construction of a new 60-inch Mississippi River Conduit for the City Water Department, at a cost not to exceed approximately $8,500.00 more or less, without advertisement for bids as this is the only source of supply and no advantage could be gained thereby, and that the cost thereof be charged to the Water De- partment.
