The City Council requested that you prepare a resolution granting
the attached appeal of Walter Bechik for the establishment of a
12-ft. building line on that portion of Montcalm Hill located on
the south side of the street between Montcalm Place and Eleanor
St., on property described as Lots 4, 5, 6, 11, 12 and 13, Block 4,
Woodford Park Addition.

Dear Sir:
This is in the matter of the appeal of Walter Bechik to establish a new
building line of 12' on that portion of Montcalm Hill located on the south
side of the street between Montcalm place anu Eleanor Street. The pro-
perty is described as lots 4, 5, 6, 11, 12 and 13 - Block 4 - Woodford Park
Addition. The zoning is "A" residence.
The size and orientation of the lot and the building proposed thereon in
relationahip to adjacent property is shown on a survey and map accompanying
this report . The property is presently vacant.
The applicants propose to construct a single-family home on this property.
Because of the steep hill on the line of Montcalm Hill and the topography
of the site itself, the applicants wish to site a building within 12' of
Montcalm Place. The present building line on phis property would be 24' .
In reviewing this matter, the ;oning Board finds that there is no possibility
of Montcalm Hill ever bein graded : ur used as a public street in the con-
ventional sense. It is anticipated that this street will function merely
as an access way to houses which are sited along the bluff in this portion of
the community. Therefore, the problem of extending aloser to the street than
adjacent property does not exist in this case as in typical building line
proposals. The applicant has secured the approval of the only adjacent pro-
perty owner who is affected by this change.
The toning Board finds that this proposal is a reasonable one and Lal'a,swithin,
the meaning, an intent of the appeal section of the Zoning Ordinance. There-
fore, the oning Board recommends that the Council relax the strict appiication
of the building line as it pertains to this property to permit the construction
of a single-family home to extend within 12' of the south line of Montcalm Hill.
