COMMISSIONER _ .-�(. <t-► , DATE WHEREAS, The Commissioner of Highways of the State of Minnesota has approved changes in speed limits on certain streets within the City of St. Paul as described hereinafter, and WHEREAS, These speed limit changes have been recommended by the Council Traffic Committee, and WHEREAS, The proposed speed limit changes are expected to provide a safe, more reasonable and enforceable speed limit, and WHEREAS, The proposed speed limit changes have been en- dorsed by the Greater Saint Paul Safety Council , now, there- fore, be it RESOLVED, That the following changes in speed limits be made: 1 . Raise the speed limit from 30 miles per hour to 35 miles per hour on Summit Avenue from Kellogg Boulevard to the Mississippi River Boulevard. 2. Raise the speed limit from 30 miles per hour to 35 miles per hour on Concord Street from Anita Street to the southerly City Limits. 3. Raise the speed limit from 30 miles per hour to 40 miles per hour on Pleasant Avenue from Ramsey Street to the vicinity of Clifton Street. and be it further RESOLVED, That the proper city officials are hereby authorized and instructed to proceed as rapidly as possible with the installation of proper speed limit signs in accord- ance with the Minnesota Manual on Uniform Traffic Control Devices. Dillon, Mayor and Members of the St. Paul City Council Dear Mayor Dillon: Returned herewith is the resolution of Commissioner Peterson per- taining to increasing the speed limit on certain streets or portions thereof as follows : 1 . 35 MPH on Summit Avenue from Kellogg Boulevard to Mississippi River Boulevard. 2. 35 MPH on Concord Street from Anita Street to the southerly city limits. 3. 40 MPH on Pleasant Avenue from ',amsey Street to the vicinity of Clifton Street. At its meeting of June 10, 1957 the Traffic Committee reapproved this resolution with no dissenting votes, and recommends its passage. Present at the Traffic Committee meeting were Commissioner Peterson, Chairman, Commissioner Marzitelli , Commissioner Rosen, Commissioner DeCourcy, Lieutenant Stattman, and Messrs. Wiessner, Crocker, Johnson, O'Toole, Olson, Greenman, and Avery. Factors entering into the Traffic Committee recommendation are as follows: 1 . Thorough study by both the City and State Traffic organizations indicates that the great majority of drivers on these streets are traveling at or near the recommended limits, and that this travel rate is safe. f ' Honorable Joseph E. Dillon, Mayor and Members of the St. Paul City Council page 2 June 10, 1957 2. The present 30 MPH law is practically unenforceable since violations are almost universal . It is well established that the majority of drivers in a traffic stream can and do select a reasonable and safe travel rate. 3. The proposed changes in the regulation have been endorsed by the Greater St. Paul Safety Council . 4. Similar raising of speed limits after similar thorough studies have generally resulted in either having no effect on the travel rate or in actually lowering the average rate, and narrowing the range of speeds. This has been observed not only in St. Paul but in cities, counties, and states through- out the country. The establishment of speed limits in accord- ance with the "85 percentile", such as is being recommended by the Traffic Committee, is in accordance with policies recom- mended by the National Safety Council , the American Automobile Association, the International Association of Police Chiefs, the Institute of Traffic Engineers, and indeed all organiza- tions and individuals who have made a thorough study of these matters.
