STTUATION 6�-9/�1 • On Sunday August 16, 2009 the Billy Graham Evangelical Association will be holding a day long event on Harriet Island called "Rock The River". Harriet Island is the last stop on a four city nationai tour along the Mississippi River from Baton Rouge, LA; St. Louis, MO.; Quad Cities, IA; and Saint Paul, MN. . This event is targeting youth and other religious groups to spend the day listening to Christian Music and preaching by Franklyn Grahazn. The association has advertised the event through ]ocal churches, billboazd campaigns, lawn sings, and direct mailing. . There will be a professional skateboard pazk set up as well as professional wake boazding demonstrations on the Mississippi River. • Early anticipated attendance was 70,000 people revised to at least 30,000 people. Harriat Island holds 32,400. • Considerarion will be given to watercraft as well as crowd and traffic control in the area of Upper Landing Pazk at Shephard Road and Chestnut. • A$I0.00 donation is requested from those attending the event, but is not required. A location will also be esfabiished to collect non-perishable food items to supplement local area food shelves. . The event will have a"soft opening" beginning af 1200 hrs with the official opening at 1430 hrs. End rime will vary between Z 130 and 2300 hrs. 2. MISSION The Central District is responsible for coordinafing traffic control, pedestrian control and site security. The purpose will be to create a plan that allows for the smooth and efficient flow of traffic into and from the site and provides a safe environment for all visitors. � 3.EXECUTION d y-q,� Private Security: The Billy Graham Evangelical Association has retained the services of ASIA Security to assist with site security to include ovemight patrolling of the grounds; checking bags, purses, and backpacks; and gate monitoring as well posting at various static positions. The association has also enlisted the help of a volunteer organization to assist with monitoring the grounds and provide staffing as needed to event organizers. First Aid and Medical Response: The Billy Graham Evangelical Association has retained the services of the American Red Cross to provide medical treatment for minor injury or illness that may occur. This group will be backed up by Saint Paul Fire Deparhnent personnel stationed on site. Water Patrol and River Rescue: The Billy Graham Evangelical Association has been required to obtained permits from the United States Coast Guazd as well as the Ramsey County Water Patrol Unit to hold the wakeboarding event on the Mississippi River. The Saint Paul Police Deparhnent will have department watercraft deployed as will the Saint Pau1 Fire Department, the United States Coast Guard, and the Ramsey County Water Patrol Unit. These entities will patrol the waterway and provide rescue should the need arise. • Saint Paul Police Staffmg Overview: The Billy Graham Evangelical Association has been notified this event will require a significant amount of staffing from the Saint Paul Police Department. The associarion has been provided with staffing estimates which will comprise two (2} shifts throughout the day. The association has been notified they will be required to reimburse the City of Saint Paul for police services. A contract has been provided to and signed by the association. Saint Paul Police Staffmg: Roll Call - The detail roll call will be held at 1100 hrs and 1630 hrs respectively. The Saint Paul Police Mobile Command Post will be deployed in the 3M parking lot located at 42 Water Street. Officers will be instructed to bring traffic vests, hats, cmwd control equipment and a vehicle. �- � Oq-�i� Event Site - The event site will primarily consist of the perimeter of Harriet Island. The site will be fenced with two primary entry points staffed by event volunteers, ASIA Security, and Saint Paul Police Officers who will be assigned to staric and roaming locations throughout the event. While a soft opening is scheduled for 1200 hrs, the site will not be opened to visitors until all police services are in place. T'here will be two trailer mounted mast cameras positioned on the island. These cameras will be linked to the Mobile Command Post to provide real time imaging ofthe event. These cameras will be monitored by the Mobile Command Post operator and remotely controlled from the vehicie. Traf�c / Pedestrian Control - A predetermined ]ist of locarions required for traffic and pedestrian control has been established. These locations comprise the grounds of the island as well as specific high volume intersections around the perimeter of the island. Traffic and Pedestrian control locations have also been determined in the area of Upper Landing Park on the north side of the Mississippi River. Staffing of all locations will occur immediately following roll call. Visitors parked along the north side of Plato will be directed west through Lillydale Park, visitors on the south side of Plato will be directed east. The Ohio hill will be closed to through traffic beginning at 2000 hrs. • The Neighborhood - Every effort will be rnade to address the concerns of the residents most affected by the event. Traffic detours will only be implemented during the eazly part of the event should the need arise. The only pre-established road restriction will be the Ohio Hill which will be restricted to local resident traffic only starting at 2000 hrs to alleviate congestion and parking issues in the neighborhood above the island. . Closing of the Site - At the end of the event, officers assigned to the grounds will coordinate with ASIA Security and event staff to conduct a sweep of the island. Once the sweep is complete, officers will be re-deployed to various traffic control locations and remain there until vehicle traffic in the area retums to a normal state. . Parldng - The Billy Graham Evangelical Association will actively promote parking in downtown parking ramps for this event. The associaUon will be providing free shuttle service from the downtown area to the east entrance of the island. The shuttles will be utilized the entire day of the event, with additional shuttles on standby. The association has secured various parking lots on the island perimeter for bus parking as well as parent pick up. Water Street will be posted "No Parking" from Wabasha to Plato. Water Street will be posted "One Way" with traf8c travelting from east to west. At the end of the event, visitors parked in any of the lots along the north side of Plato Blvd will be directed to the west along Lillydale Road. • State patrol Helicopter — A request will be made to the State Patrol far the use of their helicopter should their services be required. / '`` o�J��tl� 4. It will serve as the command / muster point for the entire event. The Ylobile Command Post will be staffed at all rimes by an operator. Additional event supervisors will be present as well. • Communicarion - Saint Paul Police Operations Channel4 will be designated as the main channel for event command, control and associated operations. This channel will be monitored by the Mobile Command Post operator. Most of the stunts will be done before the main program starts at 230pm. The will open back up a couple more times and do some shows while the main stage is on a break. The riders on the skate park will be professional riders, no kids can ride. The parks dimensions are ZSft X 608. Jonny Nelson is the main contact for the set-up and the riders, his cell number is 952-452-1283. The will bring the park in and start setfing it up on Thursday and will be taken away on Monday. vii) A Wakeboarding show is going to be held on the Mississippi River pre-show of Rock the River. It is a ministry called Walk on Water. They are going to be using the boat landing east of the island and have 3 boats in the water. They are going to be professional riders and people who are apart of WOW. B. SCHEDULE OF EVENTS We will have a Schedule of Events in June. Doors open 90 minutes before program starts. We are looking to do a soft gate open 12:OOpm. C. PA SYSTEMS / SOUND We plan to fly a v-dosc line array sound system, which should help reduce the sound impact outside the park. We will apply for a sound variance if needed. We will be conscious of the issue of the impact of the audio on the neighborhood and will monitor it and minimize the impact with our schedule. We will be utilizing two main stage audio hangs on stage right and stage left with two additional delay towers situated approximately 300 linear feet from the main stage. ADMISSION TO EVENT and FENCING PLAN This is a non-ticketed event with a$10 admission charge at the gate. Rock the River is renting 15 tumstiles to keep an accurate count on the number of people that are in the pazk. They will be divided by the two entrances. When they pass through the turnsriles they can drop the money in a bucket and then the bags will be checked. There will be signs at the entrances with prohibited items in the park. They are as follows: Alcoholic Beverages and Food, Beverages other than sealed plastic water bottles, Artificial Noise Makers, Bags of any type larger than 8"x10"x14", Blankets, Canes, chains, or sticks of any length (other than medical use canes), Coolers, Fireworks or any explosives, Firearms, Illegal Drugs, Knives of any size, Laser pointers, Pets (other than service animals), Promotional Items with commercial identification, Signs larger than 18"x24", Weapons of any description They will receive a bracelet if the need to leave, but they will be warned that they might not be able to come back in depending on space. E. MERCHANT VENDORS Load in is Sunday, August 16 beginning at 7:OOam- 9:OOam. The location of the merchant vendors is located on the diagram. The size of the tents is 10'x10'. On June l, we will provide a layout of the vendors. F. FOOD COURT/FOOD OPERATIONS Load in is Saturday, August 15 from 7:OOam-9:OOam. FOOD DRIVE We will have a truck backed up on the Target Stage for people to bring their non-perishable food items to Rock the River. The students aze going to be challenged throughout thd summer to be collecting food to bring to the event. The group that brings the most food will win a prize. Hope for the City will be taken care of the volunteers and making sure they have extra trucks ready to switch out throughout the day. J. SECURITY The areas of security aze: oy,qf9 • Police: overall presence (Commander Mathison's decision) • Volunteer Team (Sonshine Security): inside the perimeter/main entrances checking bags. Beginning with ticket-checking, my numbers would be determined by the decided upon plan of BGEA. The number of security needed would vary depending on whether tumstiles aze used, wristbands are attached, or donation bins are available. I foresee needing between 10-20 people at all times at the entrance area. I would station pairs of security crew approximately 50 yazds apart along the inside perimeter depending on site lines. If view is obstructed I would keep security closer together to keep an eye out for fence jumpers. I'd be using around 18 people in this capacity. They would be relatively stationary but would be free to walk the perimeter as needed. Within the crowd itself I would probably utilize 6-8 teams of two security asked to roam the crowd and watch for illegal substances, problematic behavior, and to answer any questions festival goers might have. In the thickest area of the crowd at,the front and center of the stage I would use 10-15 security to monitor the rougher crowds and prevent any crowd activity that deemed unsafe. Moshing or surfing is fine but we would watch closely for any injuries or behavior that crosses the 1ine. I typically assign 2 people to the mix area as well to prevent climbing on or running into the equipment. On the other side of the barricade at the stage I would employ 6 security to prevent people from coming over the wall or attempting to climb on the stage. They would also be responsible for watching for and assisting people in the crowd over the wall if they've become ill or passed out. Backstage would probably only require 6-10 people as well depending on what gate entrance responsibilities are turned over to ASIA security and which are handled by my Sonshine crew. I'll be able to be more specific when I know how many entrances and gates are under our supervision. I would radio all teams of security as well as gate positions. Crowd security would not be radioed. Hope that helps! The first aid tent will be located east of the gateway entrance between the levee and the sidewalk. Contact person for the Red Cross will be provided. They will be providing at least two trained medical personnel for every four thousand people on the grounds at all times. i) General Communication Systems 1. Two-way radio communication will exist among event staff, the City of Saint Paul (2), Security Staff Leader (22), Traffic Control/Parking (8), Police (2) and First Aid (3). (number in parentheses are the number of radios needed) 2. A meering of all staff using radios will be held on Saturda�Au sgu t 15 at 7:OOpm to review communication protocol and emergency procedures. 3. Police will have their own communication among themselves. 4. Security stafflSonshine Security will have ttieir communication among themselves which will be provided by Rock the River. The police will be given 2 radios of our frequency, Franklin Graham's Security will have Rock the River radios, the staff for the city of St. Paul and Paul Manley (our lead security for Rock the River) will have one too. Everyone will be connected. 5. At a minimum, cell phone communication will exist among the Event Director (Jason Anderson), Police (contact name), Security (Paul Manley), Food Vendor Coordinator (Chip Scott), and City of Saint Paul/HI Park (Angela Mens). ii) Lost and Found There will be a tent in the Merchandise azea. iii) Lost Children � 9 � /� 1. Rock the River Tour Minneapolis/5t. Paul representative/volunteer should remain with child at the exact location where the lost child is first discovered for a minimum of 10 minutes. 2. Someone should be sent to a police officer, security guard and/or event staff with a radio to inform all staff that there is a missing child and the location of that child. 3. If child is not reunited with parentJguardian after 10-I S minutes, the child should be relocated to the Information Tent_ 4. If after 30 minutes, child and parents azen't reunited, police should determine what steps should be followed. iv) Weather Emergencies l. If there is a severe weather warning for St. Paul, we will discontinue acrivities and encourage people to disperse. 2. Jason Anderson and Police (Commander Matheson) have the authority to suspend activities due to severe weather. Managers in all areas have radios and can easily be contacted. 3. Sound technicians have the authority to shut down PA systems at their discretion due to rain, lightening or wind. 4. In the case of passing thunderstorms, we will not attempt to disperse the crowd but will suspend entertainment if necessary and resume after the weather has passed. v) Medical Emergencies 1. First aid staff will have radio contact to the police to call for ambulance services. 2. Ambulance access is available both from the east and west ends of the park. 3. First aid staff should coordinate directly with police in case of a multiple person medical emergency. vi) Security Emergencies l. Any general security emergencies will immediately be under the direction of police and security staff with immediate notification to Jason Anderson. O. UTILITIES i) Electricity We will be using generators for the event.
