The undersigned hereby proposes the making of the following public improvement by the City of Saint Paul,viz.:
Constructing new ornamental lights on South Wabasha Street from Water Street
to East Winifred Street with new light standards. Also installing new cables,
conduits, pull boxes and all other appurtenances necessary for a complete lighting
system and the removal of existing standards and foundations.

WHEREAS, A written proposal for the making of the following improvement, viz.:

therefore, be it
RESOLVED, That the Commissioner of Public Works be and is hereby ordered and directed:
1. To investigate the necessity for, or desirability of, the making of said improvement.
2. To investigate the nature, extent and estimated cost of said improvement, and the total cost thereof.
3. To furnish a plan, profile or sketch of said improvement.
4. To state whether or not said improvement is asked for on the petition of three or more owners.
5. To report upon all of the foregoing matters to the Commissioner of Finance.

Dear Mrs. DeCourcy:
We are in receipt of your official notice to Wabasha Street property
owners in regard tc the considered street lighting.
While I expect to be at the hearing on September 10, I thought it might
be wise to inform your office that my father, as owner of three lots
totaling 150 feet, on Wabasha at Fillmore, is opposed to the ornamental
lighting. We feel that the night traffic on Wabasha Street is so light
that it hardly could justify any change in lighting, that the nature of
the property on Wabasha Street is not such as to erzforer commercial bene-
fit from improved lighting. c n i r"
We further feel that such street lighting is not directly beneficial to
the adjacent property and that it is not fair for the property owner to
bear a disproportionate amount of the cost.
