09-909Council File # 09-909 Green Sheet # 3076676 OF � Presented by 1 Z 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 WI�REAS, Saint PauPs� hospitality indush-y generates millions of dollazs for Saint Paul's economy and provides excellent entertainment, food and beverages to our citizens and helps us amact people to our beautiful City from the metropolitan azea and beyond; and WHEREAS, patios are becoming increasingly populaz in the hospitality industry and outdoor dining is becoming essential to a successful establishmenYs business model; and WHEREAS, the Service Availability Charges (SAC) program is administered by the Metropolitan Council and is set up as a user fee to accommodate sewage flow into the Metropolitan Council's treatment facilities; and WHEREAS, a single SAC unit for patios costs $2,000 for 22 seats or 8 seats depending on which type of silverware and utensils aze utilized making it costty for restaurants to establish patios as well as encouraging more waste in our landfills making this chazge inherently unsustainable; and WHEREAS, the Metropolitan Council is considering dropping in half its SAC fees for hospitality establishments that establish patios; and WHEREAS, initial research by the City of Saint Paul, Department of Safety and Inspections, utilizing data provided by Saint Paul Regional Water Services, indicates that, by in lazge, the greatest amount of water and sewer usage at Saint Paul restaurants occurs in the fall and winter when there is no outdoor service at all; and WI-IEREAS, this reseazch also indicates that most outdoor dining merely replaces dining that would normally take place inside the establishment; and WHEREAS, Minnesota's weather is predictably too cold, wet, or hot for outdoor dining to occur more than 60 days out of the yeaz and Minnesotans aze known to go "up north" much more in the warmer months when patios are in use; now, therefore, be it RESOLVED, that the Saint Paul City Council strongly encourages the Meh�opolitan Council to examine the research provided by the City of Saint Paul and recommends that the Meuopolitan Council eliminate altogether the charging for SAC crediu forpatios;andbeit * (see page 2) FURTHER RESOLVED, that the Saint Paul City Clerk upon passage of this Resolution mails a copy to all appointed members of the Metropolitan Council and staff inembers of the Metropolitan Council Envuonmental Services section.
