An ordinance amending Ordinance No. 7210, entitled:
"An ordinance providing for all matters con-
cerning, regulating or affecting the construction,
alteration, regulation, repair, removal, mainte-
nance, use and inspection of all buildings , walls,
or structures erected or to be erected within the
limits of the City of Saint Paul for the protection
of property against fire, and for the purpose of
securing healthful , safe and sanitary environments
for the occupants of buildings used for human
habitation or otherwise, to compel the owners of
such buildings, walls or structures to alter,
reconstruct or modify the same, or any part thereof,
for the purpose aforesaid, and to prohibit the
unlawful use or occupancy of all buildings , walls or
structures ; establishing fire limits , and prescribing
the powers and duties of the Commissioner. of Public
Buildings in conformity with the Charter provisions ;
providing a penalty for the violation thereof and
repealing all ordinances inconsistent herewith. This
is an emergency ordinance rendered necessary for the
preservation of the public peace, health and safety,

THE COUNCIL OF THE CITY OF SAINT PAUL DOES C ; DAIN:
Section 1. That Ordinance No. 7210, approved, May 22, 1930,
as amended, be and the same is hereby further amended' by adding to
Section 107 the following Subsection 10:
"10. PENALTIES FOR DELAY OR INTERFERENCE `��VITH
DESTRUCTION OF CONDEMNED STRUCTURES.
a. In any case where the Council has deter-
mined by resolution passed pursuant to the provi-
sions of ection 107, subsection 4, that a building
�j or structure which has theretofore been used as

living quarters by any person or persons, is unsafe
and dangerous to life, limb or adjoining property,
and the owner, agent or occupant of such building
or structure has failed to perfect an appeal from
\ \ such decision within the time allowed by Section
107, subsection 5, the Council has authorized
the Commissioner to enter upon the premises to
demolish and remove such structure because the
owner, agent or occupant of such building or structure

has neglected or refused to comply with the order
of the Council to demolish or remove same, it shall be
a violation of the provisions of this ordinance for
the owner, agent or occupant of such structure to
interfere with the demolition, wrecking or removal of
such building or structure by said Commissioner
or any person acting pursuant to authorization
from said Commissioner, including any contractor
retained by the City under contract to demolish,
wreck or remove such building or structure.
b. For the purposes of this ordinance, it
shall be a violation for the owner, agent or
occupant of said building or structure to fail
or refuse to remove items of personal property
from such building or structure after notice from
the Commissioner, sent by regular mail to such
owner, agent or occupant, that said personal
property is to be removed from such building or
structure.
c. Any person who shall violate the provi-
sions of this ordinance shall, upon conviction, be
subject to the penalties prescribed in Section 106,
5 a of this Code."
Section 2. This ordinance is hereby declared to be an
emergency ordinance rendered necessary for the preservation of
the public peace, health and safety.
Section 3. This ordinance shall take effect and be in
force upon its passage, approval and publication.
