S ' 119 has neglected or refused to comply with the order of the Council to demolish or remove same, it shall be a violation of the provisions of this ordinance for the owner, agent or occupant of such structure to interfere with the demolition, wrecking or removal of such building or structure by said Commissioner or any person acting pursuant to authorization from said Commissioner, including any contractor retained by the City under contract to demolish, wreck or remove such building or structure. b. For the purposes of this ordinance, it shall be a violation for the owner, agent or occupant of said building or structure to fail or refuse to remove items of personal property from such building or structure after notice from the Commissioner, sent by regular mail to such owner, agent or occupant, that said personal property is to be removed from such building or structure. c. Any person who shall violate the provi- sions of this ordinance shall, upon conviction, be subject to the penalties prescribed in Section 106, 5 a of this Code." Section 2. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preservation of the public peace, health and safety. Section 3.
