Whereas, It comes to our attention
that there are several bills pending
in the 1957 Legislature dealing with
WHEREAS it comes to our attention that there are several bills pending
in the 1957 Legislature dealing with the Public Employees Retirement
Association Act including House File #670 and Senate File #509 which
were approved by the membership at the annual meeting on October 26th,
1956, and
WHEREAS the other bills contain major changes which restrict and remove
desirable features now incorporated in the act as well as remove from
coverage and deny coverage and established rights to certain groups
and occupations now rightfTllly and properly covered, and
WHEREAS such undesirable features, if enacted, would cause retirement
of many eligible officials and employees whose services are highly
valued and would further cause a serious employment problem, and
WHEREAS PERA has been in existence for nearly 26 years, has paid over
$12 million to our retired officials and employees, paid all refunds
as required by law and still maintains a fund of $20 million, financed
almost entirely by ',,,Mber contributions, and
WHEREAS the trend of financing retirement systems by employee contri-
butions matched by employer contributions is concurred in;
THEREFORE be it resolved by the Council of the City of St. Paul that
the members of the 1957 Minnesota Legislature berAuested and urged
to support and enact into law PERA bills H.F. 670 and S.F. 509, and
that copies of this resolution be transmitted to the authors of said
bills to be read into the records and used in support of the bills.
