WHEREAS, zs-j. antes have been received that the Technical Committee
will make a favorable report on the application of the Township of New Canada,
now the Village of Maplewood, to connect certain sewers to be constructed, with
the St. Paul sewer system; and
WHEREAS, The Technical Committee under the direction of this Council
is engaged in an over-all study of charges for sewer service now in effect to
all outside communities, to the end that a uniform charge be made that will more
realistically compare with similar property in the City of St. Paul; and
WHEREAS, The deliberations, findings and conclusions of the study will
not be completed in report form for thirty days or more; and
WHEREAS, The Village of Maplewood is desirous of starting plans as soon
as possible;
THEREFORE BE IT RESOLVED, That this Council informally approve the con-
nection of the present proposed sewers on the plan submitted, with the St. Paul
sewer system, for immediate connection, with the following exception: the New
Canada plans indicate a connection of a large area north of the city through a
10-inch and a 21-inch sewer into the 24-inch sewer at Chamber and Larpenteur
with the expressed intention that this would at least in part be a temporary
connection only. It is clearly evident that the connection of this entire area
would absorb practically the entire capacity of this city sewer, and it is
recommended that the use of the Chamber Street sewer be limited to the small
area west of English and south of Frost Avenue with the balance of the area to
be connected to a proposed city sewer to be built on McAfee Street with the Vil-
lage of Maplewood paying its proportional share of the cost of the extension of
this sewer of proper size and at suitable grade for reception of the New Canada
sewage. In view of the comparatively large area to be served through this con-
nection, it is further recommended that construction be arranged to permit the
future installation of a metering station at the expense of the Village of
Maplewood; and
BE IT FURTHER RESOLVED, That the approval is subject to the revised
sewer charges which will be uniform in nature and made applicable to all out-
side communities when determined by the Technical Committee and approved by the
Council of the City of St. Paul; and
BE IT FURTHER RESOLVED, That the approval be restricted to domestic
and commercial sewage excluding roof water connections, basement drains, storm
water inlets, etc. The conditions for connections such as elimination of roof
water leaders, street catch basin connections, foundation drains, air cooling
water, unsuitable sewage discharge and infiltration, and other general provisions
similar to those imposed on West St. Paul, North St. Paul, and Roseville would be.
