Re_olved, That such appears from
the pertinent report of the Street and
High^°v Engineering Coordinator and
RESOLVED, that such appears from the pertinent report
of the Street and Highway Engineering Coordinator and this
Council, being fully advised in the premises, hereby finds
that the presently proposed award of the necessary public
i moroveiaent contracts, after the reception of competitive
bids , by the Housing and Redevelopment Authority of the
City of Saint Paul, for the grading and surfacing of the
several sections of public streets included within its
Mt. Airy Housing Project, together with the installation
of concrete curbing and concrete sidewalks thereon, which
several sections of public streets embrace, in addition
to frontaes of parcels of real estate owned and acquired
by said Authority for said Project , several diverse and
fragmentary frontages of privately owned parcels of real
estate neither acquired nor intended to be acquired by
said Authority and representative of boundary property of
an aggregate frontage of 1256 feet, should be together
with construction and installation of such public improve-
ments thereunder hereby approved and authorized; that
said several diverse frontages of privately owned parcels
represent an inconsiderable part of the aggregate frontage
of the real estate abutting upon the involved sections of
public street; that it would be impracticable and uneconom-
ical that the sections of nub'ic street incorporating only
said diverse and fragmentary frontages of privately owned
parcels be so improved by said City apart from other involved
sections under separate public improvement procedures which
govern ordinary cases involving Charter requirements for
preliminary, intermediary, final and other orders as condi-
tions precedent to the levying of local improvement assess-
ments; that under the Cooperation Agreement, dated the
26th day of January 1950, by and between said Authority and
said City, it is contemplated that, in such cases, the. cost
of such public , improvements allocable to such privately
owned parcels on frontage basis, shall be deemed representa-
tive of said Cityls separate liability as between the latter
and said Authority; and, that in the event of the award of
such contracts and the completion of such public improvements

thereunder, by said Authority, said City should reimburse
said Authority to the extent of said City' s proportional
share of the total cost of said public improvements repre-
sentative of the aggregate contract price incurred by said
Authority therefor under pertinent public improvement con-
tracts; that said Cityts proportional share of said total
cost presently estimated at Q20,000.00, shall represent
the same percentaHe of such total incurred costs as said
privately owned parcel frontage of 1256 feet shall repre-
sent in respect to the aggregate frontage of all properties
abutting on the subject improved public streets; and,
RESOLVED FURTHER, that hereby, the aforesaid proposed
awards of such public contracts therefor, and the construc-
tion and installation of such public improvements there-
under, by said Authority, arse approved and authorized; and
that said Cityls proportional share of such total incurred
costs for said public improvements , to be computed and
determined as aforesaid, shall be paid from City of Saint
Paul Fund 31 - E - 1, City ' s share Local Improvement Aid,
hereby charged therewith.
