the consent of the Comptroller, to issue Purchase Order to BEMENT-CAHILL
EQUIPMENT COMPANY for Parts for Lorain Model 50K Shovel, Serial #21632, at
a cost of $280.98, without advertisement or competitive bids as this is the
only source of supply and no advantage could be gained thereby.
