RESOLVED, that upon appeal of N. Holger Mortensson from
the decision of the Commissioner of Parks, Playgrounds and
Public Buildings , a six foot building line is hereby established
on property situated on the south side of Goodrich Avenue
between Pleasant and Dale, described as follows : Lot 1,
Auditor' s Subdivision #33 and the following described property:
on the south line of Goodrich Avenue at the point of inter-
section of the west line of Lot 5, Block 6, Terrace Park
Addition extended south, thence east along the south line of
Goodrich Avenue a distance of 140' , thence north at right angles
to the south line of Goodrich Avenue a distance of 20' , thence
west on a line parallel to the south line of Goodrich Avenue
and 20' therefrom to the point of intersection with the west line
of Lot 5, Block 6, Terrace Park Addition, extended southerly,
thence south 20' to the point of beginning, in accordance with
appellant 's plans filed February 7, 1957.

Dear Sir:
This is in the matter of the appeal of N. Holger Mortenson to establish a 6'
building line on the south side of Goodrich between Pleasant and Dale. This
property is described as follows: Lot 1, Auditor's Subdivision #33 and the
following described property: on the south line of Goodrich Avenue at the point
of intersection of the west line of lot 5, block 6, Terrace Park Addition
extended south, thence east along the south line of Goodrich Avenue a distance
of 140' , thence north at right angles to the south line of Goodrich Avenue a
distance of 20' , thence west on a line parallel to the south line of Goodrich
Avenue and 20' therefrom to the point of intersection with the west line of
lot 5, block 6, Terrace Park Addition, extended southerly, thence south 20' to
the point of beginning.
The zoning is "A" residence. The property under consideration has a frontage
of 393.21' on Goodrich and 426.34' on Pleasant. It is presently vacant. There
was formerly a single-family home on this property which has been removed from
the site. The property is to be developed as the site of a single-family home.
This property is located on what is, in effect, a cul-de-sac or the portion of
Goodrich that dead-ends approximately a half block west of Pleasant. The topo-
graphy is such that only a small portion of the site adjacent to its northerly
and westerly end is usable for building purposes.
The applicant's proposal is outlined in detail in his letter and in his plan
filed February 7, 1957. Briefly, the architectural design of the building con-
templated would call for a garage located some 6' from the south line of Goodrich
which is only 13' wide at this point. In fact this portion of Goodrich is a
pedestrian walk which was retained when the southerly 20' of the 33' Goodrich
Avenue right-of-way was vacated in 1951.
Field investigation discloses no objection to this proposal in that this, in
effect, is the end of the portion of Goodrich Avenue which is available for
vehiculat travel. The relationship proposed by the applicant is definitely
not typical as far as the standard provisions of the zoning ordinance are con-
cerned, however and, therefore, in the opinion of the Zoning Board a clari- f
fication on the part of the Council of the applicant's rights in this matte
is called for.

Gentlemen;
I respectfully appeal to the City Council to establish a building line of
six (6) feet from the new line of Goodrich Avenue adjacent to Lot 1, Auditor's
Subdivision #33 for said Lot 1. This action is requested because of the
irregular shape and topography of this property which makes it impossible to
build under the set back requirements of the City Code.
I am enclosing two copies of a survey of this lot with the proposed dwelling
indicated thereon. Also a check in the amount of twenty dollars covering the
cost of this appeal.
I submit this appeal as an option holder for the purchase of the above described
lot.
