5 WHEREAS, the current system relies on the individual residential property owners to contract with private
6 haulers to dispose of their solid waste, excluding recycling; and

8 WHEREAS, residents have complained about the carbon footprint, weaz and tear on roads and alleys, and
9 noise created by the current solid waste collection system; and

11 WHEREAS, significant City resources are spent enforcing property cleanup laws a¢ainst property owners
12 who do not adequately dispose of their solid waste; and

WHEREAS organized collection systems tend to lower costs for rp ivate waste haulers who in turn can pass
along those savings to customers; and

WHEREAS, under Minnesota Statute 115.A94 — Organized Collection, the City is enabled to institute an
organized collection system consistent with this law; and
WHEREAS, the City Council is primazilv interested in ex�loring a system that would utilize existing
nrivate trash haulers on more efficient routes, and
WHEREAS, the City Council believes it is in the best interest of the community at large to a�a��

WHEREAS, the City has not recently explored the options available for a more efficient, effective and
organized solid waste collection system;
WHEREAS, under Minnesota Statute 115.A94 — Organized Collection, the City is enabled to institute an
organized collection system consistent with this law;
4VHEREAS, the CiYy Council believes it is in the interest of the community at large to determine whether
such as system would be beneficial for Saint Paul; and now
THEREFORE, BE IT RESOLVED, that the Saint Paul City Council requests Council Research to conduct
a study and prepare a report identifying and evaluating the options available for an organized solid waste
collection system; and
BE IT FURTHER RESOLVED that this report be presented to the City Council within the next 120 days.
