Laws, Chapter 88, Art. 6, Section 24 (the "Special Law"), a copy which is 3 attached hereto and marked as Attachment "A", which, among other things, increases the maturity limit for 4 bonds issued by the City of Saint Paul for public buildings or parking structures from ten (10) yeazs to 5 thirty (30) years; and 7 WxEREns, the Special Law requires the City of Saint Paul to timely comply with Minnesota Statutes, 8 section b45.021, subdivisions 2 and 3, which requires approval by resolution by a majority vote of all 9 members of the governing body of the local unit. lo 11 NOW, THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, the Special Law 12 pursuant to the provisions contained therein, is in all things adopted herein by reference and approved; 13 14 AND BE TT F[JRTHER RESOLVED, that the City Clerk, as the chief clerical officer of the City of Saint 15 Paul, shall £orthwith file with the Secretary of State, in a form prescribed by the Attorney General, a 16 certificate stating the essential facts necessary to the adoption and approval of said law in compliance with 17 Minn. Laws 1971, chapter 773, section 4, as amended by Laws 1976, chapter 234, section 2, is amended to read_ Sec. 4. No proceeds of any bonds issued pursuant to section 1 hereof shall be expended for the construction or equipment of any portion of the St. Paul auditorium or civic center connected thereto; nor shall any proceeds be expended for the acquisition or betterment of the building known as the Lowry Medical Arts Annex. All bonds issued under this act shall mature at any time or times within ten or, for bonds for oublic buildin�s or arking structures, 30 years from the date of issue. EFFECTIVE DATE.This section is effective the dav after the citv council and the chief clerical officer of the ciy of St. Paul have timelYcom�leted their com lin ance with Minnesota Statutes, section 645.021, subdivisions 2 and 3.
