2 RESOLUTION APPROVING THE USE OF
3 NEIGHBORHOOD STAR YEAR-ROUND LOAN PROGRAM FUNDS

6 WHEREAS, on July 15, 2009 the Neighborhood STAR Board reviewed the Neighborhood
7 Commercial parking Pilot Program proposai to provide forgivable loans to business and property
8 owners along University Avenue to improve and share off-street parking areas; and,
9
10 WHEREAS, the proposal provides for capital improvements that will make for considerable
11 improvements in the Central Corridor; and,
12
13 WHEREAS, it is the intent of the Saint Paul City Council to participate in the financing of these
14 activities by providing a total of $300,000 of Neighborhood Year-Round Loan Program through
15 the City Wide, Ward 1 and Ward 4 allocations; and,
16
17 WHEREAS, because this proposal is of substantial community significance, a waiver of the
18 STAR Guideline regarding the required 25% cap of total STAR grant dollars allowed for each
14 Year-Round STAR Loan Program project is recommended and,
20
21 WHEREAS, a waiver of the STAR Guidelines in regards to the matching fund requirement is
22 recommended and,
23
24 RESOLVED, the Council authorizes and directs the appropriate City officials to execute the
25 appropriate grant documents to implement this Resolution, subject to approvai by the City
26 Attorney; and
27
28 FURTHER RESOLVED, the Saint Paul City Council authorizes and directs the staff of the
29 Department of Planning and Economic Development to proceed with afl other action necessary
30 to implement this Resolution.
