RESOLVED, That upon requisition by the Department of Libraries,
the ?rchasing Agent be, and he is hereby authorized to purchase,
with the consent of the Comptroller, for the St. Paul Public Libraries,
from time to time as required, for the period of one year, such
FILMS as may be necessary to meet the Libraries' needs, without
advertisement or competitive bids, as these Films are copyrighted and
no advantage could be gained thereby.
