No one appeared; Ms. Moermond recommended approving the assessment.
456-458 Charles Avenue (J0908A1)
The owner missed the July 7 Legislative Hearing; referred back by Council on July 15.

Mr. Essling stated orders were issued on Apri12, 2009 for exterior sanitation including to remove
discazded furniture with a compliance date of April 13. The property was re-inspected on April 13
and was not in compliance. A work order was sent to the Parks Deparhnent who did the work on
Aprii 14 2009 for a total assessment of $233.
Philip Black, proper[y manager, appeared on behalf of the property owner, Akp Investments. He
said he checks the property every three days and cleans up whatever refuse there maybe on the
premises. He wanted to lrnow what wark had been done at the property.
Ms. Moermond asked to see the video. Mr. Essiing responded that they did not have a video of the
clean up.
Ms. Moermond stated that since there was no video of the clean up that was done, she
recommended deleting the assessment.
1002 Concordia Avenue (J0908A3)
Owner's representarive missed July 14 Legislative Hearing; referred back by Council on July 15.
Owner's representative called to say he could not attend the hearing and claimed the City had
removed a roli of new carpeting that was going to be installed in the house. The inspector provided
a report regarding the clean up that was done at the property.
Mr. Yannarelly stated that a file was opened on April 2, 2009 as a category 2 vacant building and as
of July 17, the code compliance certificate had been issued. The property was inspected on Mazch
30, 2009 to remove gazbage and junk throughout the yard with a compliance date of Apri12. A pre-
authorized work order was sent to the Pazks Deparhnent who did the clean up on Apri17, 20Q9 for a
total assessment of $551.
The video showed bags of gazbage, tires, loose & scattered debris, the front porch door window was
broken out and the porch contained junk and old carpeting which was removed by Parks. There
was no new carpeting that was removed by Parks.

After reviewing the video of the work that was done, Ms. Moermond recommended approving the
assessment.
848 Cook Avenue East (J0908A4)
The owner missed the July 7 Legislative Hearing; referred back by Council on July 15.
Mr. Yannarelly stated that a category 1 vacant building file was opened on January 9, 2009. Orders
were issued on March 24, 2009 to remove piles of discazded furniture, scrap wood, metal and
general refuse from the reaz yard with a compliance date of March 30. The property was re-
inspected on April 1 and was not in compliance. A work order was sent to the Parks Departrnent
who did the work on April 3, 2009 for a total assessment of $477.
Pete Theobaid appeared on behalf of his brother, David Theobald. He said his brother had recently
purchased the property and did not receive any orders to ciean up the property.
Ms. Moermond asked who the orders were mailed to. Mr. Yannarelly responded they were sent to
Jeremy Hamman, Wells Bank in Aes Moines, Iowa. Ms. Moermond asked Mr. Theobald when his
brother had purchased the property. Mr. Theobald responded that he purchased the property on
January 28, 2009.
Ms. Moermond recommended deleting the assessment as the owner did not receive proper legal
notfication.
852 Fourth Street East (J0908A6)
The owner missed July 7 Legislative Hearing; referred back by Council on July 15.
Mr. Yannarelly stated that a category 2 vacant building file was opened on November 21, 2008.
Orders were issued on March 24, 2009 to remove discarded furniture in the backyazd with a
compliance date of March 30. The property was re-inspected on March 30 and was not in
compliance. A work order was sent to the Parks Department who did the work on April 3, 2009 for
a total assessment of $233.
5huping Zhang stated that she had purchased the property on July 2, 2009 and had been by the
property many times and never saw anything dumped on the property.
Ms. Moermond stated that the previous owner would have received the orders to clean up the
property which should have been disclosed at the closing. She said that since the assessment went
with the property, she recommended approving the assessment.
1002 Jessie Street (30908A5)
Owner missed July 1�4 Legislative Hearing; referred back by Council on July 15. Owner did not
appear and called after the hearing to reschedule. Rescheduled to August 4 and will not be further
rescheduled as this is the th9rd time rescheduling.

Referred back to the July 21 Legislative Hearing and August 5 Council Public Hearing (staff was
not present for the July 7 Legislative Hearing).
Karl Mueller, Forestry, stated that there was a 47 inch tree on a vacant lot which the property owner
requested to have the City remove. Forestry had the City's contractor removed the tree in April
2009 for a total assessment of $1,868.65.
Richard Anderson, property owner, stated that he was unemployed at this time and could not afford
the assessment. He asked if the payments could be spread out.
Ms. Moermond recommended approving the assessment and spreading the payments over five
years.

The owners, Nao and Pang Vang, missed the July 7 Legislative Hearing; however, attended the
Council Public Hearing on July 15 where the Council heard testimony. Referred back by Council
on July 15 for a report from the inspector.
Mr. Essling stated orders were issued on March 24, 2009 for exterior sanitation at the property with
a compliance date of March 30. The property was re-inspected on March 30 and was not in
compliance. A work order was sent to the parks Department who did the work on April 1, 2009 for
a total assessment of $413.
Since the inspector did not have the video of the clean up that was done, Ms. Moermond withheld
her recommendation until after the review.
On July 28, Ms. Moermond reviewed the video of the clean up that was done which showed a
sorted amount of furniture by the fence that was removed by Pazks. Ms. Moermond recommended
approving the assessment.
