Ms. Moermond recommended deleting the assessment as the owner confirmed completion of the

Laid over from June 2 at owner's request.
Mr. Essling stated that this was an emergency boarding done on December 3, 2Q08 ordered by the
St. Paul Police Deparhnent after a suspect using a ladder accessed the second floor of the house and
broke two windows. The total cost of the assessment was $360. He presented a letter outlining the
events that took place at the property at the time of the break in which is attached and made a part of
these minutes.
Geri Barber, property owner, stated that she was the victim of a criminal act in which thousands of
dollars worth of damage had been done at her property. She said she had just heard from the
investigating officer that the trial in the matter was scheduled for July 6. The property had been
vacant until this month when she was finally able to make the repairs and find new tenants. She
said she was attending Crime Free Housing classes and that she could not affard the cost of the
assessment.
Ms. Moermond reviewed the list of conditions that were found at the property which conditions
were so bad, the property was condemned. She asked Ms. Barber whether she was aware of the
conditions that were found and whether she screened her tenants.
Ms. Barber responded that she was unaware of the conditions at the property as the tenants had only
lived there for approximately 45 days before this event occurred. She said she did screen her
tenants and receieed a refenal from SMRLS and Secrion 8. She said she also used an agency to
screen her tenants.
Ms. Moermond stated that she would recommend deleting the assessment on the condition Ms.
Barber successfully attend the Crime Free Housing classes. She recommended continuing this
matter to the August 5 Council Public Hearing.
