An ordinance amending Ordinance No. 7607, entitled: .
"An ordinance fixing the duties and responsi-
bilities and the minimum qualifications for the various
classes of positions in the Classified Service of the City, "
approved February 13, 1935, as amended. This is an emergency ordinance
rendered necessary for the preservation of the public peace, health and
safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 7607, approved February 13, 1935,
as amended, be and the same is hereby further amended by inserting in its
proper alphabetical order the following specification for
Assistant Manager--Water Department.

Section 2. This ordinance is hereby declared to be an emergency
ordinance rendered necessary for the preservation of the public peace,
health and safety.
Section 3. This ordinance shall take effect and be in force from
and after its passage, approval and publication.

Duties and rp spr4nsibilitie s:
Under administrative direction, to assist the General Manager—
Water Department in directing the operation of the Water
Department; and to perform related work as a S
Examples of work performed:
To assist the General Manager in all phases of dt-n:..s.rtmental
administration, including the development of the policies and
programs and the assuming of full responsibilin7 for the carrying
out of all activities of the department.
To plan, install and maintain procedures to assure proper and
prompt disposition of departmental matters.
To coordinate the activities of all divisions of the .lepartment within
the general policies and programs determined by the General
Manager.
To discuss plans, programs, objectives and procedures with division
heads and to critically review their work, and to report and make
recommendations to the General Manager.
To assist the Manager in the preparation and administration of the
budget, the survey of future needs, the plans for expansion, and
the preparation of difficult and technical specifications of new
equipment.
To have full administrative charge in the absence (A the General
Manager.
Minimum qualifications:
College graduation and ten years, professional engineering experience,
at least three years of which must have been as manager of a water
department in a town of at least 20, 000 popuiation, or as assistant
manager in a town of at least 100, 000 population. (No substitution
for education,
