Whereas, Section 131 of the Charter
of the City of Saint Paul provides
WHEREAS , Section 131 of the Charter of the City
of Saint Paul provides as follows :
"The council of the City of St. Paul is
hereby authorized and empowered to estab-
lish, erect and maintain a workhouse for
the confinement and punishment of prison-
ers sentenced thereto by the Municipal
Court of the City of St. Paul or the
District Court of the Second Judicial
District of Ramsey County (S .L. 1881,
Chapter 190, Sec. 1 ) . " ; and
WHEREAS , the Commissioner of Public Works , pursuant
to Section 335 of the City Charter, manages and administers
the workhouse located in Como Park in the City of Saint Paul ;
and
WHEREAS , as a part of the maintenance and admin-
istration of the workhouse, the Commissioner of Public Works
also maintains and administers a work farm on the Upper
,Afton Road, east of the east County Line, consisting of
approximately 230 acres of land ; and
WHEREAS , the Legislature of the State of Ainnesota
enacted Chapter 353, Laws of 1955 , which states in Section
1 as follows :
"Any county in the state now or here-
after having within its limits a city of
the first class having a population of not
less than 300, 000 nor more than 450, 000 in-
habitants , may, together with such city,
jointly acquire land for, erect , equip,
furnish, maintain and operate a joint city
and county detention facility or facilities ,

and joint city and county work house,
work farm, or any combination of the
foregoing to be used jointly by such
county and city. "
and said Chapter 353, in Section 2 thereof , states :
" * * * However, if it is deter-
mined that any land, or facility, or
portion thereof , or combination of land
and facility or portion thereof , presently
existing and owned by either county or
city, is to be used jointly for the pur-
poses of this act then such county or
city shall be given a credit on its
individual share of the cost and expense
of the completed facilities specified in
Section 1 hereof . Said credit to be de-
termined to the extent of the present fair
valuation thereof . " ; and
WHEREAS , said Chapter 353, Section 17, was
amended by Section 3 of Chapter 664, Laws of 1957, to
read as follows :
"In case any land or buildings owned
and used by either the county or the city,
or jointly owned and used by them, shall
not be required for the use of the county
or city, or both of them, after the comple-
tion of the joint facility or facilities ,
the land and buildings shall be sold as
soon as practicable and the proceeds shall
be used by the commission createdd hereunder
for the purposes of this act , and shall be
credited to the unit of government in the
same manner as provided in section 2. " ; and
dHE V AS , it has been determined by the Detention
and Jor.k House Facility Commission, at a regular meeting
held on June 6, 1957, and by the Detention and Corrections
Authority, at a regular meeting held on ?gay 27, 1957, that

the maintenance and administration of the Work House and
Work Farm should be placed under the jurisdiction of the
Detention and Corrections Authority, which said Authority
was created by Chapter 353, Laws of 1955, as amended by
Chapter 664, Laws of 1957,
Now, Therefore, be it
RESOLVED, that the Common Council of the City
of Saint Paul hereby authorizes the Department of Public
Works and the proper City officials to transfer the main-
tenance and administration of said Work House and Work
Farm to the Detention and Corrections Authority upon
completion of an accounting of the unexpended budget
for the year 1957 and upon completion of an inventory
of all physical equipment, and upon acceptance by the
Board of County Commissioners of Ramsey County of one-
half of the cost of maintenance and administration of
said Work House and Work Farm.
