WHEREAS, recent advancements in electronic data processing
equipment could conceivably produce substantial improvements in the
every day operations of City departments and could provide a means of
obtaining data faster than methods presently employed to assist the
City Council in executing its legislative or policy function, and
WHEREAS, the duties and responsibilities of many departments
might be accomplished more readily by the use of punch card tabulating
equipment than is possible under present methods, and
WHEREAS, savings accrued through the use of electronic data
processing equipment could enable departments to provide additional
and better services for the general welfare of the residents of the
City of Saint Paul, now, therefore, be it
RESOLVED, that the Common Council of the City of Saint Paul
does hereby request that the Mayor appoint a special committee, and
that said committee be instructed to submit a preliminary report to
the City Council as to the advisability and practicability of using
electronic data processing equipment with specific reference to:
1) the tasks that can be performed and savings in material, manpower
and money that might result; 2) an initial cost estimate for personnel
and equipment required; and 3) a method of procedure for the integration
of the data processing and tabulating operations of municipal departments
to obtain maximum benefits in the use of punch card tabulating equipment.
