Whereas, The City and County De-
tention and Workhouse Facility Com-
mission has engaged the Banister Eng'-
n,
WHEREAS, the City and County Detention and 'rorkhouse Facility Commission has en-
;;aged the Banister Engineering Company of St. Paul, Minnesota to prepare the plans
and specifications for a sanitary sewer for the Woodview Detention home, and,
WHEREAS, the City Council of the City of St. Paul under the date cf April 30, 1957
approved the contract with said Banister 'Engineering Company as the engineers for
the preparation of the aforementioned plans and specifications, and. the County
Board of Commissioners taking similar action under the date of May 1, 1957, and.,
WHEREAS, the City and County Detention and Workhouse Facility Commission through
its engineering firm mentioned above advertised for bids for the proposed sanitary
sewer for the :oodview Detention Home, and
WHEREAS, on May 7, 1957 these bids were opened at a formal hearing, the low bid
submitted by the Lyons Construction Company cf Grand Rapids, Minnesota at a total
bid of 414,315.25, and,
WHEREAS, on May 20, 1957 the City and County Detention and -ivorkhouse Facility
Commission awarded the contract to the Lyons Construction Company at the price
quoted above, this being the low bid received, end this procedure being in accord-
ance with Section 10, Chapter 353, Laws of Minnesota, 1955, and,
WHEREAS, on May 27, 1957 the County Board of Commissioners approved said contract
with the Lyons Construction Company, subject to the approval of the City Attorney
and County Attorney,
NOW THEREFORE, BE IT RESOLVED, that the Common Council of the City of A. Paul
approve the contract with the Lyons Construction Company at the price of 414,315.25
to cover all necessary work for the sanitary sewer to the Noodview Detention Home,
said approval being subject to the approval of the City Corporation Cow:m lls
Office.

The attention of City Council - Detention and Workhouse Facility Commission -
Board of Water Commissioners
is respectfully called to the following Resolution of the Board of County Commissioners of Ramsey
County, Minnesota, adopted at the meeting held on June 10, 1957
By Commissioner Delaney:
WHEREAS, The City Council, under the date of April 30, 1957, approved the contract
with Banister Engineering Company as the engineers for the construction of a sanitary
sewer for Woodview Detention Home, and the Board of County Commissioners taking similar
action on April 29, 1957, and
WHEREAS, on May 28, 1957, the City Council approved the contract for the construction
of this sanitary sewer with the Lyons Construction Company, and the County .Board taking
similar action on May 27, 1957, and
WHEREAS, in the construction of the aforementioned sewer it is necessary to cross
property belonging to the Board of Water Commissioners of the City of St. Paul which
crossing will be bound by a permit agreement prepared by Mr. Frank Gallagher of the
Water Department of the City of St. Paul, and
WHEREAS, this permit agreement has been reviewed by the Executive Secretary of the
Detention and Workhouse Facility Commission as well as by Mr. Sheehan of the City
Corporation Counsel's office, and has been recommended for approval. by Commissioner
Delaney, Chairman of the County Board Purchasing Committee.
NCM, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of the County
of Ramsey approves this permit agreement which will exist between the Board of Water
Commissioners as the party of the first part and the City of St. Paul and the County
of Ramsey as the party of the second part.
